Position Summary

Senior Training Analyst to support PMS 339 in planning, developing, and documenting Manpower, Personnel and Training (MPT) Requirements for Navy Surface Ship Programs in the Fleet Introduction Training (FIT) division. Provide program management and technical analysis for the integration of MPT/FIT requirements for the CG/LSD Modernization Program, DDG 1000, LPD 17, and LX(R) Class to include FEAs, ROC/POE, PSMDs, POM Issue Papers, and Training Plans.  Perform enterprise-wide horizontal integration planning for MPT/FIT requirements and training solutions that are aligned to Fleet requirements.

Develop briefs, white papers, program plans, and recommendations to government senior-level staff.  Leads and/or participates in working groups, program development forums, analytical activities, Integrated Product Teams (IPTs), training, education and other forums as required to accomplish contract requirements. 

Responsibilities include review, assessment, and development of various MPT products and processes to include:

  • Front End Analysis (FEA)
  • Manpower Estimate Report (MER)
  • Billet Training Profiles (BTP)
  • Navy Training System Plan (NTSP)
  • Crew Scheduling and Phasing Plan (CSPP)


  • Assists to analyze and evaluate programs or projects to provide program and project managers information to be used in planning, monitoring, and resource allocation to include financial and contractual data.  Develops plans including budgets and schedules to meet contractual/project requirements.
  • Reviews contractual requirements and participates in defining program requirements.
  • Prepares budgets and schedules for contract work and performs or assists in financial analysis.
  • Creates queries and produces custom reports from databases.
  • Creates financial projections for growth and profitability of future projects and programs.
  • Participates in planning meetings with government partners. 
  • Develops documentation, reports, and project plans and prepares and may present briefings and staff meetings

Education and Experience

  • Bachelor’s degree in engineering or a related discipline plus 5-7 years directly relevant work experience. 
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

  • Demonstrate superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients is required.
  • Technical Documentation editing and development.
  • A basic understanding of Navy manpower and training definitions, features, and fundamental characteristics is essential.
  • Former Navy enlisted or officer experience is preferred.  Master Training Specialist (MTS) and/or former Naval Instructor experience a Plus. Officer or Enlisted Surface Warfare experience also a plus. 
  • Former Navy training and/or technical background highly desired
  • An active  SECRET level security clearance is required for employment.
