The Program Business Manager will report to the Program Manager and is responsible for day to day oversight and execution of project business planning, process development, forecasts, asset management, general accounting and reporting.The Program Analyst will also track and manage Customer Property.

Oversight and Execution of Program controls:
-Assemble project budgets and track actual costs against the budget using reports and queries from the Cost Accounting system.
-Track task execution by project against planned schedule using information collected during meetins and queries to project/task leads.
-Perform Earned Value Management calculations.
-Build and revise program labor, materials and Other Direct Cost forecast by project using project proposals, actual cost and progress and Estimate to Complete information provided by Project/Task leads.

Manage Customer Property
-Act as custodian for all tracked client property.
-Assists the Program Manager and Government Property Manager with maintaining auditable records of Government Furnished Equipment (GFE), Contractor Acquired Property (CAP) and company owned assets located at the facility and associated vendor/subcontractor facilities or other alternate sites. Ensure records include authority to have the property and an audit trail of acquisition, receipt, identification, records, physical inventory, utilization, reports, maintenance, disposition and contract property closeout. Ensure that program assets are received properly. Assist in the performance of self-assessment of compliance to published procedures, interfacing with Government Property Manager, Quality Manager and appropriate program personnel. Complete any corrective actions necessary. Create, update and maintain records (active and retired) in current and accurate status reflecting the various life cycle events (cradle to grave).
-Manage materials disposition. Work with Program Manager to ensure that excess government property is identified before period of performance is completed. Arrange for the disposal of all excess government material, and equipment as coordinated with the Government Property Manager, Government’s Plant Clearance Officer and Procuring Contracting Officer.

Job Requirements:
  • Bachelor’s degree in business, finance or technical field
  • 5+ years of experience in business, accounting or finance

Desired Skills

  • Strong accounting and business background and ability to manage multiple project accounts
  • Previous experience working across business units in a dynamic environment to meet process and operational requirements
  • Excellent Excel knowledge and abilities for data manipulation and analysis
  • Experience with accounting software packages (Deltek CostPoint, Quickbooks, etc)
  • Professional verbal and written communication skills
