Job Description

Position Summary

The Program Management Analyst will work directly under the Program Manager, providing oversight to numerous projects on the contract. Requirements include, but are not limited to, implementation and maintaining project manager processes and tools to track risk and mitigation, cost, integrated milestone schedules, program planning and operations, and identifying project changes and report trends. This position requires in depth analysis in technical documentation of deliverables on the contract to government customers.This position is contingent upon contract award.


Under the direction of Alion’s SPOT Program Manager:
• Oversee and track project procurements at a high level to provide updates to the customer on status of orders and estimated delivery dates.
• Subcontractor setup and oversight to include statement of work, sole source justifications when necessary and evaluation of project scope.
• Contract deliverable tracking and submissions.
• Develops project objectives by reviewing project proposals and plans; conferring with management.
• Determines project responsibilities by identifying project phases and elements; assigning personnel to phases and elements; reviewing bids from contractors.
• Determines project specifications by studying product design, customer requirements, and performance standards; completing technical studies; preparing cost estimates. Confirms product performance by designing and conducting tests.
• Determines project schedule by studying project plan and specifications; calculating time requirements; sequencing project elements.
• Maintains project schedule by monitoring project progress; coordinating activities; resolving problems. Controls project plan by reviewing design, specifications, and plan and schedule changes; recommending actions.
• Controls project costs by approving expenditures; administering contractor contracts.
• Prepares project status reports by collecting, analyzing, and summarizing information and trends; recommending actions.
• Responsible for technical/operational leadership of a project/mission within the programmatic guidelines set by the program manager and customer.
• Defines, generates, and reviews project requirements documentation to include project status reporting to track delivery of products, documentation, and services at multiple locations.
• Performs technical studies to refine project requirements to include technical processes and procedures.
• Monitors project to ensure work scope, schedule, and budget are well defined and maintained.
• Works under only very general direction.
• Performs additional duties and responsibilities as assigned.

Education and Experience

  • Bachelor’s degree and a minimum of 2 – 4 years of relevant experience supporting a program; 6-8 years of relevant experience can be considered; in lieu of a Bachelors degree.
  • Technical writing to include test plans, Project Management Plans (PMP), Statements of Work (SOW), white papers, sole source justifications, and extensive knowledge in Navy processes and procedures.
  • Proficient in Microsoft Office
  • Experience in JAMIS preferred
  • Must have an active Secret clearance
