Seeking experienced program manager to lead multi million dollar task order driven program.  Must be able to multi task between managing existing work and interacting with the customer community to identify and plan new work to support emerging customer needs.

Manages a developing task order driven program for critical major technical clientele.  Requires developing and coordinating new program plans or delivery methods with little precedence for coordination across distinctive products.  The Program serves multiple customers and requires developing and coordinating program requirements with several subcontractors across distinct product lines.  Multiple business functions are represented by the employees directly assigned to the program. 

Responsible for the cost, schedule, and technical performance of the company on assigned program from inception through completion.  Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program.

Develops and monitors program plan including time and cost estimates.  Ensures project outputs are delivered on schedule and within funding.

Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.

Prioritizes workload and determines staffing levels and any adjustments in staffing.  Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.

Reviews reports and briefings prepared by technical staff for quality.

Leads technical discussions for project reviews.  Prepares and delivers formal briefings.

Ensures that appropriate training is delivered to program staff.

Establishes and maintains effective relationships with customer and other outside agencies.

Acts as primary customer contact for program activities.  Regularly meets with and updates the customer on project status.  Leads program review sessions with customer to discuss cost, schedule, and technical performance. 

Develops new business or expands business with the customer.  Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.

Complies with quality assurance and security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.

Required:  15 or more years of experience in the Navy or supporting the Navy; substantial experience in Financial Management; experience in Program Management; Master’s Degree or higher; 10 or more years of supervisory experience; and a Professional certification (such as Project Management Professional (PMP)) in areas of contract management, program management, or business management.

Desired: 20 or more years of experience in the Navy or supporting the Navy, specifically related to Aircraft Carriers and associated systems; 20 years of experience in Financial Management; 10 or more years of experience in DoD/Navy Program Management or Industry or Government business management; Bachelor’s Degree (BS/BA) in related field and a Master’s degree in Business; 5 or more years of experience running a large Engineering Support Services contract with multiple subcontractors and multiple program offices at a Navy Systems Command (SYSCOM); 5 or more years of experience working in a program office or PEO at a Navy Systems Command (SYSCOM); 5 or more years in communicating, interacting, and working among Senior Executive Service and Flag level personnel; and a DAWIA Level III certification in Program Management, Business, Financial Management & Cost Estimating, or Contracting.

Excellent communication, presentation and interpersonal skills.

Leadership and management skills as evidenced by previous work experience.

Technical background to better understand customer's needs.

Strong customer service orientation.

A security clearance of an appropriate level may be required after employment.

Bachelor's Degree and 10 years of experience.
