Responsibilities/Qualification

Position Summary

Serves as the contractor Program Manager of the National Cyber Range Complex (NCRC) which overseeing five major divisions: Event Planning, Academic Development, Training Standards, Cyber IV&V and T&E, and Range Operations and Communications Support. Oversees planning, coordination and conduct of realistic Cyber Training and exercises for simulation-driven cyber exercises from national and theater through small unit level for US armed forces and other US and allied organizations and other federal agencies. The NCRC supports a suite of simulation tools with access to national level systems and related secure equipment in its own facility. Networks interfaced with may include the Joint Training and Engineering Network (JTEN) a worldwide network providing access to secure data, voice, fax, and video teleconferencing (VTC) for support of joint and combined exercises. This program will require the development of new cyber techniques, tools, processes, and procedures while working with supported command and Joint Staff tasking, and conducts exercises for and assists armed forces (Joint Chiefs of Staff, Army Air Force, Navy, and Marine Corps) and other government agencies.

NCRC may coordinate with CONUS and OCONUS facilities with travel possible to Asia and Europe. Coordinates closely with US Army STRICOM, Joint Chiefs of Staff, all armed forces service headquarters, and US Army Training and Doctrine Command (TRADOC) as well as other service TTP focal points to foster and encourage their investment in and use of state-of-the-art training exercise technology and initiates actions to include cyber training requirements in their development programs.  The NCRC will have the ability to manage both self-contained events as well as in support of or leading events with any of the many virtual service facilities located world-wide: Korea/Japan, Germany, Virginia, Fort Hood/Fort Lewis, Hawaii and Alaska (the National Simulation Center, Fort Leavenworth, KS; Joint Warfighting Center, Fort Monroe, VA; Joint Multinational Simulation Center, Grafenwoehr, Germany; Gaming and Simulation Facility, Camp Smith, HA; ROK Army Battle Command Training Program, Yusong, Korea; Warfighter Simulation Center, Germany; Marine Corps Battle Simulation Center, Quantico, VA)

All functions are managed as a self-contained program with an associated program management office overseen by the deputy. The staff consists of approximately 300 full time equivalents (FTEs) and five – seven subcontracted companies providing unique and emerging cyber capabilities. The program involves emergent cyber technologies that regularly require an exceptionally high level of ingenuity and creativity and regularly requires application of advanced scientific principles, theories, and concepts associated with understanding the cyber threat and improving the training and processes to protect our nation’s cyber networks. The cyber threat problem complexity is such that tactics, techniques and processes (TTPs) developed may extend existing boundaries of today’s knowledge of the threat and protection against cyber-attack.

Duties and Responsibilities

Responsible for the cost, schedule, and technical performance of the program from inception through completion.  With the division chiefs, directs the activities of the NCRC designated by the USD/AT&L as a Modeling and Simulation center of excellence for key cyber warfighting tasks to include training our nations cyber warriors; NCRC provides simulation support (hardware, software, and technical), exercise design and planning, professional controller cadre, exercise and simulation control plans, opposing force (OPFOR) and professional exercise analysis for each cyber exercise, provides primary battle simulation support to all US Forces; and potentially supports Battle Command Training Programs (BCTP) across all services for fighting within a cyber-threatened environment, WARFIGHTER exercises conducted within CONUS and OCONUS (virtually via networks) that use cyber offensive and defensive scenarios, plans and conducts External Evaluation (EXEVAL) exercises as directed and Synthetic Theater of War (STOW) exercises as directed; develops tasks, conditions, and sets standards for OPLAN -related tasks and integrates them into a supported Command's Combined Mission Essential Task List (CMETL) and Joint Mission Essential Task List (JMETL) if requested in accordance with supported command and Joint Staff tasking, and conducts exercises for and assists armed forces (Joint Chiefs of Staff, Army Air Force, Navy, and Marine Corps) to develop cyber battle simulation capabilities. Facility serves as the national cyber battle simulation authority. Candidate must utilize extensive knowledge of cyber protection, military operations, exercise design and control, battle simulation systems, management, and the philosophy of the combined/joint/unified command concept. 

Uses highly developed communication, negotiation, conflict resolution, and leadership skills to advance the fundamental goals and objectives of the NCRC program while competing for scarce resources (personnel and funds). Makes major decision and takes actions, which have a direct and substantial effect on the combat readiness of supported organizations and exercise/training programs. Makes recommendations and/or final decisions about significant internal and external program and policy issues affecting the overall organization; restructuring and reorienting of immediate and long-range goals of the NCRC with regard to training and event planning; determining projects to be initiated, dropped, or curtailed; the optimum of reduced operating costs and assurance of program effectiveness; the resources to devote to particular programs; and policy formulation and long-range planning in relation to changes in functions and programs. Oversees the Develops and monitors program plan including time and cost estimates.  Ensures project outputs are delivered on schedule and within funding.

  • Ensures Division Chiefs establish milestones and monitor adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Prioritizes workload and determines staffing levels and any adjustments in staffing.  Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.

Reviews reports and briefings prepared by managerial and technical staff for quality.

Leads technical discussions for project reviews.  Prepares and delivers formal briefings to customer.

Ensures that appropriate training is delivered to program staff.

Establishes and maintains effective relationships with customer, subcontractors, other prime contractors and other outside agencies.

Acts as primary customer contact for NCRC program activities.  Regularly meets with and updates the customer on project status.  Leads program review sessions with customer to discuss cost, schedule, and technical performance. 

Must possess a proven ability to grow new business or expands business with the customer based on past performance.  Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.

Complies with quality assurance and security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in engineering, science or related technical discipline plus 15 years or Master’s plus 13 years of experience in a cyber-technical position and knowledge of current state-of-the-art issues live, virtual, and constructive training tools and techniques. At least 8 years of management experience.

Graduate of military senior service school preferred and advanced degree in cyber related engineering field.

Must have project management certification (PMP). 

Education or work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Experience at any level working within a military service simulation center highly preferred: Korea/Japan, Germany, Virginia, Fort Hood/Fort Lewis, Hawaii and Alaska (National Simulation Center, Fort Leavenworth, KS; Joint Warfighting Center, Fort Monroe, VA; Joint Multinational Simulation Center, Grafenwoehr, Germany; Gaming and Simulation Facility, Camp Smith, HA; ROK Army Battle Command Training Program, Yongsan, Korea; Warfighter Simulation Center, Germany; Marine Corps Battle Simulation Center, Quantico, VA).

An active TS/SCI security clearance is required.
