Responsibilities/Qualification

Position Summary

Alion requires an experienced Program Manager to direct an advanced, developing program of large subsystems and small total systems for PACFLT and the Pacific Missile Range Facility (PMRF); programs will focus on incorporating cyber hardening concepts into existing and emerging technology programs with operational relevance in the Pacific Area of Responsibility. 

The successful Program Manager requires an intricate understanding of PACFLT, PACOM and Navy C4I systems in general, their tactics, techniques, and procedures, and US Navy management and organizational structure as basis for operation.  This position requires an innovative, self-starter who desires to do both new development and manage related complex program plans and delivery schedules across functional areas (Cyber defense, Cloud and virtualization, Technology Threat Studies, Network and Exercise planning and participation, and Infrastructure protection). The PM should be comfortable incorporating delivery methods across derivative and distinctive projects to include strategic studies of present and future technology threats.  

The program supports PACFLT, on Oahu, and the Pacific Missile Range Facility (PMRF) on Kauai; the Program Manager will develop and manage program plans across multiple subcontractors and locations. The Program is contained at two major geographic locations, Oahu and Kauai, requiring coordination of technology and production across multiple domestic and worldwide locations. The PACFLT AOR encompasses vast distances from the coastal US, to Asia, and the North and South Polar regions. Some work may be performed in CONUS locations as well as the Hawaiian Islands.

The PACFLT program involves development of new, advanced technologies and applications against advanced principles, theories, and concepts across PACFLT and PMRF program requirements.  Focus area will be cyber defense, training, cloud transformation and certification and accreditation of existing networks. This position has the potential to contribute to the development of new principles and concepts to solve complex challenges, with highly innovative, and ingenious solutions with emphasis on cyber defense of US weapon systems long term.

Duties and Responsibilities

  • Responsible for the cost, schedule, and technical performance on the assigned PACFLT program from inception through completion.  Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program.
  • Directs emerging PACFLT programs to include cloud transformation and cyber hardening of weapon systems, and traditional programs, accreditation and certification of networks and systems using RMF, overseeing support for major mission rehearsals, and model and simulation events and operating the associated networks. 
  • Develops and monitors program plans including time and cost estimates.  Ensures project outputs are delivered on schedule and within funding.
  • Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Prioritizes workload and determines staffing levels and any adjustments in staffing.  Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.
  • Reviews reports and briefings prepared by technical staff for quality.
  • Leads technical discussions for project reviews.  Prepares and delivers formal briefings.
  • Ensures that appropriate training is delivered to program staff.
  • Establishes and maintains effective relationships with customer, subcontractors and other outside agencies.
  • Acts as PACFLT and PMRF primary customer contact for program activities.  Regularly meets with and updates the customer on project status.  Leads program review sessions with customer to discuss cost, schedule, and technical performance. 
  • Develops new business or expands business with the customer.  Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.
  • Complies with quality assurance and security procedures in the performance of duties.
  • Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in engineering, science or related technical discipline plus 12 years or Master’s plus 10 years of experience in a technical position.  At least 8 years of technical project management experience or Project Management Certification (PMP) required.  At least 8 years management experience required.

In some cases, educational requirements may be adjusted or waived for more than 26 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Two (2) years of specific expertise with Navy C4I systems, network architecture, security engineering, software development, hardware integration, rapid prototyping and rapid cyber tool development desired.

Five (5) years of experience supporting the Fleet Readiness Certification Board (FRCB) desired.

Two (2) years of specific experience with Fleet and joint service technology demonstrations, Navy and Joint programs Developmental and Operational Tests, Fleet exercise support, and experience supporting Fleet operational C2 and C4IST requirements is desired.

Personnel with combined experience supporting PACFLT and PMRF highly desired.

Excellent communication, presentation and interpersonal skills.

Leadership and management skills as evidenced by previous work experience.

Strong customer service orientation.

A Top Secret security clearance with SCI eligibility is required at employment.
