Position Summary:

Alion Science and Technology has an immediate need for a Program Manager in Huntsville, AL to manages/oversees a portfolio of programs and contracts developing mission critical software and hardware systems and providing program acquisition, engineering, and lifecycle support services for custom subsystems or small total systems.  Portfolio includes programs and projects located within the U.S. Army Combat Capability Development Command Aviation and Missile Center, NASA, MDA, MSIC, and other Federal Government agencies.

 The candidate will be required to manage existing programs as well assist in the development of new opportunities and growth. The employees assigned to these programs represent several business functions (such as engineering and logistics).  The programs involve established technologies using standard principles, theories, concepts, and techniques to provide solutions to a variety of technical problems to the Huntsville customers.  Long-range financial forecast is an expectation for stable growth with projected incremental revenue increases.

 Duties and Responsibilities:

  • The candidate will be responsible for the cost, schedule, and technical performance of the company on assigned programs from inception through completion.  
  • Manage the technical and administrative staff and provide ongoing direction in the performance of the assigned programs.
  • Develop and monitor program plans including time and cost estimates. 
  • Will ensure project outputs are delivered on schedule and within funding.
  • Establishe milestones and monitors adherence to program plans and schedule, identify program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Prioritize workload and determine staffing levels and any adjustments in staffing. 
  • Maintain a staffing level to ensure technical quality and appropriate experience   levels are consistent with current and projected project activities.
  •  Review reports and briefings prepared by technical staff for quality.
  •  Lead technical discussions for project reviews as well as prepare and delivers formal briefings.
  •  The candidate will be required to ensure that the program staff received any required training.
  •  Establish and maintain effective relationships with customer and other outside agencies.
  •  Will work with team leads to ensure routine contact is established with the customers for program activities.  
  •  The PM along with the technical leads will review  cost, schedule, and technical performance with customer. 
  •  This candidate will also be required to develop new business or expands business with the customer. 
  • The PM will coordinate with the local business development team in  preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  The candidate will also participate in negotiating contract and contract changes.
  •  This candidate will comply with quality assurance and security procedures in the performance of duties.
  •  Performs additional duties and responsibilities as assigned.

¿Education and Experience:

  • Bachelor’s degree in engineering, science or related technical discipline plus 10 years or Master’s plus 8 years of experience in a technical position. At least 5 years of technical project management experience or certification required. 
  • Experience managing a staff of up 30 highly technical subject matter experts.¿

In some cases, educational requirements may be adjusted or waived for more than 9 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

 Knowledge, Skills, Abilities:

  • Excellent communication, presentation and interpersonal skills.
  •  Strong business acumen and peer relationships to combine multiple functional areas to effectively manage and support pursuit of large contracts. 
  • Government relationship building skills and command of the client – ability to represent with ease Alion to target clients – and develop new and profitable relationships
  •  Leadership and management skills as evidenced by previous work experience.
  •  Strong customer service orientation.
  •  US Citizenship and hold a current Secret security clearance and ability to get TS is required.
  •  Have previous experience of working in the Huntsville area is necessary
