Alion is seeking an experienced Program Manager to provide program leadership to the Component Acquisition Executive (CAE), J-4, of the Defense Health Agency (DHA).  DHA is responsible for creating a healthcare system that is a fully integrated delivery network (IDN). The CAE (J-4) must expand its mission from currently supporting only two MTFs and a dozen clinics, to supporting the entire DHA world-wide. A new model supporting CAE acquisition and procurement functions, staffing, processes, and process management must be developed to guide the re-engineering and implementation of critical tasks. DHA CAE is responsible for oversight and approval of product conceptualization, program initiation design, development, test, production, deployment, logistical support, modification, and product disposal.

The Program Manager will provide management to achieve the following  in support of the transformation of the DHA CAE (J-4) through execution of this TAT:

An end-to-end staffing model and organizational design for procurement of medical supplies and services supporting the MTFs, using business case analysis methods, with a recommended phased one-year implementation plan, across the DHA, using the Multi-Service Markets (MSMs) as a basis of design.

An end-to-end staffing model and organizational design for acquisition of medical systems and services for the DHA, using business case analysis methods, with a recommended phased one-year implementation plan, across the DHA, using the organizational design for acquisition in the DoD as a basis of design.

A pay for performance (P4P) financial payment model for stand-alone medical and dental clinics, using national standards for clinical performance, that pays for cost of care, plus incentive payments to clinicians based on quality of care, patient experience of care, clinical outcome, and readiness.

A new reimbursement model for the procurement of medical supplies, pharmaceuticals, and medical equipment that the DHA pays to the Defense Logistics Agency (DLA), resulting in an increase in standardization of supplies and equipment, a more efficient stock management, increased use of DLA for medical supplies/equipment/pharmaceuticals, and savings to the DHA.

Development of a new patient workflow model within clinics of the National Capital Region Medical Directorate (NCR-MD), aligning clinical specialties, provider/nurse/ancillary staffing, patient work load, facility design, appointing, telemedicine, nurse advice line, prescriptions, consults, and other factors, leading to an improvement in the patient experience of care, quality of care, cost of care, and readiness.

Development of business case analysis, modeling staffing and financial requirements, in support of the evolving IT infrastructure of the DHA, providing Analysis of Alternatives (AOA), with recommendations, including IT infrastructure modernization analysis, recommendations, and implementation plans.

Responsible for the cost, schedule, and technical performance of the company on assigned program from inception through completion.  Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program.

Develops and monitors program plan including time and cost estimates.  Ensures project outputs are delivered on schedule and within funding.

Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.

Prioritizes workload and determines staffing levels and any adjustments in staffing.  Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.

Reviews reports and briefings prepared by technical staff for quality.

Leads technical discussions for project reviews.  Prepares and delivers formal briefings.

Ensures that appropriate training is delivered to program staff.

Establishes and maintains effective relationships with customer and other outside agencies.

Acts as primary customer contact for program activities.  Regularly meets with and updates the customer on project status.  Leads program review sessions with customer to discuss cost, schedule, and technical performance. 

Develops new business or expands business with the customer.  Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.

Complies with quality assurance and security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.

Required Qualifications:

a. National Agency Check (NAC)

b. Change Management Advanced Practitioner (CMAP) certificate or equivalent training certification

c. MBA degree

d. Minimum 10 years experience in developing POM submissions with supporting experience developing budgetary models for the DoD (A minimum of 5 of these 10 years with experience in Military Health System)

e. Minimum 10 years experience in leading and managing large-scale DoD IT implementations, managing IT infrastructure assets, and leading communications support operations in CONUS, OCONUS, and theater environments (A minimum of 5 of these 10 years with experience in Military Health System)

f. Minimum 5 years experience supporting Business Case Analysis in the DoD and experience with Zero-based Budget
