Job Description

Program Overview:

Alion ISR Group is hiring an experienced Senior Program Manager (PM) to fill a management position for the OASIS/FEDSIM Africa AOR ILS (AAI) Program. 

This task order is the largest contract in Alion history, $967M plus ceiling over five years.  The task order supports the Remote Sensing Center (RSC)–National Capital Region (NCR) and its mission partners to enhance and expand existing ISR capabilities. Specifically, the Department of Defense (DoD), Non-DoD Federal Departments and Agencies, and the Intelligence Community need to mitigate asymmetric threats in support of tactical elements deployed in various Areas of Responsibility (AOR).  This includes projects to develop, demonstrate and evaluate platform cyber systems, weapon systems and communication mission systems used for information collection and dissemination in order to detect, identify, assess, exploit or neutralize threats to the U.S. and its interests. The threats are not limited to counterintelligence, but include cyberwarfare, cyberterrorism and protection of critical infrastructure.  Many of these projects require an extremely fast turn-around to meet mission schedules and objectives and include requirements for logistics management and integration services for the US Government at Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations.

Responsibilities:

  • The selected candidate shall be responsible for management and oversight of all project activities performed by Alion / subcontractor personnel, to satisfy the requirements stated in the AAI project’s technical direction letter under the AAI Program.
  • The selected candidate will support Alion business development to identify tasking / projects to develop under the AAI program.
  • The selected candidate will require strong customer service orientation with a collaborative team mindset.
  • The selected candidate will be authorized to interface with the FEDSIM Contracting Officer (CO), FEDSIM COR, RSC-NCR TPOC and mission partners on the project.
  • The selected candidate will establish a plan with milestones and monitor adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.
  • The selected candidate will be responsible for the cost, schedule, and technical performance of the AAI projects ensuring Alion delivers against contractual obligations, on time and on budget.
  • The selected candidate will be responsible for ensuring high quality deliverables under the technical direction letter.
  • The selected candidate will establish and maintains effective relationships with PMO team, customer, subcontractors and other outside agencies.
  • The selected candidate will prioritize workload and determine staffing levels and any adjustments in staffing.  Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.
  • The selected candidate shall lead technical discussions for project reviews.  Prepares and delivers formal briefings.
  • The selected candidate shall represent Alion as primary customer contact for program activities.  Regularly meets with and updates the customer on project status.  Leads program review sessions with customer to discuss cost, schedule, and technical performance. 
  • The selected candidate shall develop new business or expands business with the customer.  Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.

Education and Experience

  • Bachelor’s degree in engineering, science or related technical discipline plus 10 years or Master’s plus 18 years of experience in a technical position. At least 5 years of technical project management experience or certification required.  At least 5 years’ experience managing a staff.
  • In some cases, educational requirements may be adjusted or waived for more than 14 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
  • Excellent communication, presentation and interpersonal skills.
  • Leadership and management skills as evidenced by previous work experience.
  • Strong customer service orientation.
  • US Citizenship and DOD TS/SCI clearance is required at the time of hire.
