Job Description

Education/Experience Requirement: A Master of Science degree and 20 or more years of experience or Bachelor's degree plus 22 years.  Military experience highly desirable.

Manage cost, schedule, resources, and performance for state of the art projects within the Air Force Research Laboratory at Wright-Patterson AFB OH.  Help define and oversee technical approaches to be implemented by others. Prepare and deliver presentations to colleagues, subordinates, and government representatives.

Develop and monitor program plan including time and cost estimates. Establish milestones and monitor adherence to program plan and schedule, identify program problems, and obtain solutions, such as allocation of resources or changing contractual specifications. Review reports and briefings prepared by technical staff for quality.

Direct and supervise all support resources for the performance of project assignments and activities. Manage the technical direction of a project through the design, implementation, and testing in accordance with project objectives. Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interface with all areas affected by the project including end users, computer services, and client services. Define project scope and objectives. Develop detailed work plans, schedules, project estimates, resource plans, and status reports. Conduct project meetings and be responsible for project tracking and analysis. Ensure adherence to quality standards and review project deliverables. Ensure project outputs are delivered on schedule and within funding.

Ensure that appropriate training is delivered to program staff. Establish and maintain effective relationships with customer, subcontractors, other prime contractors and other outside agencies. Act as primary customer contact for program activities. Regularly meet with and update the customer on project status. Lead program review sessions with customer to discuss cost, schedule, and technical performance.

Also responsible for acquiring follow-on business associated with assigned projects and for supporting new business development by leading relatively small proposals or assisting with major proposals.
