Responsibilities/Qualification

Position Summary

The Program Manager 4 manages cost, schedule and performance of a highly complex technical program employing the principles of Earned Value Management and process models such as CMMI and ISO 9001. Must be familiar with a variety of project management methodologies and rely on experience and judgment to plan and accomplish goals. Requires direct experience managing DoD programs, including experience with distributed modeling and simulation systems programs. 
 

Responsibilities

  • Coordinates and establishes priorities for project life-cycles, including planning, design, programming, testing, implementation, deployment, and sustainment of technical solutions.  Must have proven experience leading technology projects through successful implementation.
  • Establishes milestones, program plans, program solutions, and schedule and cost estimates.
  • Manages technical and administrative staff and provides ongoing direction of program performance. Strong communications, presentation and interpersonal skills.
  • Primary interface with customers and stakeholders. Demonstrates leadership and management skills with a focus on customer service. Coordinates with clients to define requirements, discuss needs or problems, and identify and manage risks. Collaborates with Senior Systems Engineers to advise client and recommend technical solutions, using knowledge of theory, principles, and technologies associated with advanced networked simulation systems. Conducts research, performs studies and surveys to obtain data, and analyzes problems.
  • Leads, directs and manages subcontractors.
  • Requires technical expertise and ability to lead discussions for project reviews, prioritize workload and determine required staffing levels. 
  • Develops the detailed program plan for the enhancement or development effort.
  • Defines project plans, identifying needs and defining major tasks and milestones, based on scope, resources, budget, and personnel.
  • Builds and maintains relationships with key stakeholders and customer representatives.
  • Accountable for management of scope for the program and gaining agreement and approval of scope changes with customer representatives and affected stakeholders.
  • Plans, organizes, prioritizes, and manages multiple work efforts across project teams.
  • Coordinates and establishes program standards and program-specific procedures with team leads.
  • Manages and tracks the program cost, schedule and performance against the program plan.
  • Serves as the primary point of contact for all program-related issues and resolution of those issues.
  • Identifies and manages program risk, develops risk mitigation strategies, and tracks risks to closure
  • Determines project needs and acquires resources required for the success of the project.
  • Coordinates the development of new systems and/or applications projects, the modification of existing systems or applications, and changes in current methods or techniques.
  • Accountable for delivery of work tasks as identified in the program plan.
  • Communicates verbally and in writing with multiple internal and external project team members.
  • Monitors project milestones and phases to ensure the project is on schedule.
  • Takes corrective actions if a project begins to slip its schedule or budget.
  • Coordinates and presents proposals to agencies as necessary.
  • Anticipates issues and proactively addresses them. Resolves conflicts with sensitivity and tact.
  • Responsible for project compliance with standards and procedures, including safety, OPSEC, physical and cybersecurity.
  • Ensures that tasks provide value and support the strategic direction of the program and meet commitments; conducting reviews with client and stakeholders.
  • Communicates effectively with customers and all suppliers supporting the program as appropriate.
  • Identifies and tracks issues to closure.
  • Prepares status reports on a periodic basis for program team, team leads, group leads, and program manager and appropriate stakeholders.
  • Balances workload with program members’ capacity.
  • Communicates with team members on how their work assignments relate to and help achieve program objectives.
  • Responsible for the development of program estimates for the enhancement or development effort related to planning, analysis, design, construction, testing, and implementation.
  • Ensures team leads adjust and revise estimates when necessary.
  • Develops and facilitates achievement of program performance and service commitment metrics.
  • Responsible for the capture and reporting of required program management metrics.
  • Ensures all changes to scope follow processes and are documented.
  • Accountable to schedule status reviews, peer reviews, program management inspections, and software quality assurance work product and process reviews with the appropriate designated resources.

Experience and Qualifications

  • A Bachelors degree in Management or a related field is required; a Masters Degree preferred.
  • Requires 15 years of relevant experience.
  • Previous AF and EVMS program management experience is desired.
  • PMP Certification is desired.
  • This position requires an active Secret clearance.
