Job Description

Alion Science and Technology is seeking a Program Manager for the Autonomy Portfolio within the Defense Innovation Unit (DIU). The goal of the DIU is to better position the Department of Defense (DoD) to be more open to the infusion of non-traditional technical ideas and talent, and to accelerate the adoption of advanced commercial technology to DoD, transform its capabilities, and strengthen the national security innovation base. The Program Manager will work under the general direction and guidance of the DIU Autonomy Portfolio Director. The Autonomy Portfolio Director outlines general assignment objectives and policies while delegating to the Program Manager wide latitude for individual initiative, innovation and exercise of independence in planning, designing and approaching solutions to problems. The Program Manager will prepare analyses for ultimate use by other staff and policy-level officials in the department and is expected to produce technically and substantively accurate work that complies with relevant policies and identifies potential implications inherent in methodology used.

The Program Manager will serve as an Autonomy representative for the Secretary of Defense in innovation communities such as Silicon Valley, NCR, Boston and future locations. The Program Manager will:

  • Leverage a technical background in defense systems to aid in the development and execution of multiple projects across DIU portfolios. Additionally, provide subject matter expertise to other/adjacent DIU technology portfolios (i.e., human systems, etc.) where technologies converge in a single solution.
  • Participate in problem curation via customer (DoD) engagement and company outreach to understand DoD capability gaps and potential commercial solutions.
  • Maintain awareness of commercial and research-grade technology development, as they pertain to the general field of Autonomous systems and to the project-specific focus areas.
  • Provide technical diligence throughout the life cycle of specific cyber technology portfolio projects; aid in design, evaluation, field testing and transition activities
  • Understand how the relevant acquisition and research arms of the military services develop technology priorities and how to translate that into the private sector

Additional Duties and Responsibilities

  • Creates and leads collaborative teams of DoD and commercial entities partnered to successfully deliver commercial solutions to DoD customers.
  • Identify DoD problems that could be solved by commercial autonomous solutions.
  • Develop program goals and plans for implementation collaboratively with DoD entities, customers, and program offices.
  • Manage the relationships between DoD customers and commercial entities required for successful program execution.
  • Oversee the autonomy projects involving strategy, implementation and technical delivery

KNOWLEDGE REQUIRED BY POSITION

  • Demonstrated knowledge and understanding of how private industry and DoD can integrate together to solve Autonomy gaps.
  • Demonstrated ability to lead diverse project teams.
  • Experience in rapid-needs assessment and the proven ability to convert problems and capability gaps to fielded systems. Actual field experience is required.

Education and Experience

  • Master’s degree in Business, Engineering, or equivalent.  
  • Will consider bachelor’s degree plus 2 years of relevant experience in addition to the required minimum years of experience in lieu of degree.
  • 13 years of progressive experience in high level technical and organizational support services.
