Position Summary

The National Geospatial-Intelligence Agency (NGA) delivers world-class geospatial intelligence that provides a decisive advantage to policymakers, warfighters, intelligence professionals and first responders. The NGA is the nation's primary source of geospatial intelligence (GEOINT) for the Department of Defense and the U.S. Intelligence Community (IC) i.e. the Central Intelligence Agency (CIA), Defense Intelligence Agency (DIA), National Security Agency (NSA), National Reconnaissance Office (NRO), etc. NGA requires a Program Manager (PM) with proven ability to lead the development of innovative solutions and emerging technologies for transformation of NGA’s data to a cloud environment. In order to meet the NGA Directive of “All in the Cloud,” NGA requires contractor support for design, architecture planning and to serve as senior technical advisors to NGA leadership.

The PM is responsible for leading a team of software, hardware, and AWS professionals transforming the NGA data “landscape” and all associated activities worldwide. Whereas, “Activity” refers to any project, program, system, entity, instance, IT asset, or data that exists at the NGA. By moving to a cloud environment NGA’s goal is to maximize the use of community and commercial clouds on all three domains for agility, innovation, integrated intelligence, enhanced security and resource efficiency. Additionally, by moving to a cloud environment, NGA desires to eliminate duplicate services while leveraging cloud advantages such as managed services, metered software, pay for resource use and scalable, and elastic resources. NGA’s Cloud First Cloud ONLY mandate will lead to the migration of approximately 313 separate identified activities to Non-Secure Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router Network (SIPRNet), and Joint Worldwide Intelligence Communications System (JWICS) clouds.

This individual reports directly to a Senior Executive Schedule (SES) government employee while on site; candidate must have an understanding of AWS cloud tools and concepts and comfortable leading and supporting a team of AWS professional architects. This position assists the government with “easing” section leader concerns with regard to transforming their data into a cloud environment.

Duties and Responsibilities

Responsible for the cost, schedule, and technical performance on assigned program tasks from inception through completion, the PM manages technical and administrative staff and provides ongoing direction in the performance of the assigned program.

The PM is responsible for a large portfolio that touches a cross section of NGA at both their Springfield VA and St Louis MO sites. Efforts must be operationally focused, realistic, statistically defensible, whole solutions involving security, technology, tools, and training. Projects include interaction and cooperation with government and military personnel at all levels within NGA.

NGA priorities are heavily contingent on activity primarily driven by war, terrorism, natural disasters and/or threat situations and can change depending on the nature of the situation. As global dynamics shift and NGA priorities shift, the PM must have the ability to work within a flexible environment and adapt to changing circumstances rapidly.

Develops and monitors program plan including time and cost estimates. Ensures project outputs delivered on schedule and within funding.

Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.

Prioritizes workload and determines staffing levels and any adjustments in staffing. Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.

Reviews reports and briefings prepared by technical staff for quality.

Leads technical discussions for project reviews. Prepares and delivers formal briefings.

Ensures appropriate training delivered to program staff.

Establishes and maintains effective relationships with customer, subcontractors and other outside agencies.

Acts as primary customer contact for program activities. Regularly meets with and updates the customer on project status. Leads program review sessions with customer to discuss cost, schedule, and technical performance.

Develops new business or expands business with the customer. Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Participates in negotiating contract and contract changes.

Complies with quality assurance and security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.

Required Education and Experience (Mandatory)

  • Bachelor’s degree (Bachelor of Science (BS) or Bachelor of Arts (BA) in computer science or a related field.
  • Project Management Institute (PMI) Project Management Professional, Program Management Professional (PgMP), or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
  • Five years of experience in management and supervision of IC or military hardware/software development projects or programs that support IC Planning and Analysis Support, DoD related engineering design projects, and Innovation Development.
  • Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.

Desired Experienced:

  • Experience managing contracts or task order work occurring in a CONUS and OCONUS environment.
  • Experience managing cost-type contracts.
  • Twelve years or more of relevant experience in design and development projects for one or more areas: Innovation Development, Testing Support, or Cloud Capability Support, particularly in AWS arena
  • At least three years of experience planning, directing, coordinating programs of similar size in terms of work force utilization, procurement of materials and equipment, standards, training, problem resolution, and employee relations (including subcontractors, cost, budget, and managing to milestones).

Leadership and management skills as evidenced by previous work experience.

Strong customer service orientation.

Must be able to travel across the CONUS approximately 10% of calendar year; majority of work occurs in NGA Northern VA facility.
