Position Summary

Maintain Project Management System - Extranet Sites (PMS-ES) as an ATO Certified GO-CO system

Interface with NAVSEA PM for PMS-ES to establish work priorities when conflicts exist between Program Office requirements and workload demands

Interface with DISA management team leadership to achieve desired outcomes when required.

Provides management oversight and direct guidance to staff and sub-contract personnel for ongoing projects from point of initiation through completion.

Plan and manage personnel assignments to meet PMS-ES team objectives.

Develop the Annual PMS-ES Fiscal Year (FY) Planning Budget

Develop and maintain the PMS-ES Annual Expense Summary using inputs from Alion PM from contract charges

Develop and submit customer Weekly Status Reports for work performed for Program Office  PMS-ES

Develop and submit Monthly Status Reports for work performed for Program Office PMS-ES

Provide PMS-ES system design guidance and direction to programming staff.

Provide programming staff direction for corrective actions emerging from Trouble Tickets

Coordinate the efforts of the Help Desk team establishing priorities for Testing and responses to user community

Develop Business Case Analysis (BCA) as required to develop arguments for continued use of PMS-ES

Develop and maintain the planning approach and schedule for any PMS-ES project or objective.

Provide detailed design documentation and guidance to team of software programmers including system schematics, detailed system requirements, file flow diagrams, screen diagrams, table structure with data types.

Identify new business opportunities or expansion of business with current customers. 

Provides training as required for use of project systems developed for customer use.

Develop plans and associated documentation for system briefings or system user self-training

Ensures adherence to company administrative policies and procedures, human resource policies and practices as applicable, and contracts administration procedures that support the programs of Alion.

Develop Performance Evaluations in accordance with procedures, making recommendations for salary increase and bonuses at end of fiscal year.

Make recommendations for Out-of-Cycle Increases for deserving employees.

Maintain personnel staffing to satisfy sustainment of PMS-ES as an ATO certified system.

Education and Experience

Bachelor’s degree in computer science, information management, information systems or related technical discipline plus 8 years of experience.  At least 2 years of technical project management experience.  Three years supervisory/management experience. 

In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

 Experience working an ATO system to acquire certification or re-certification in accordance with DIACAP or RMF certification requirements and COMUSFLTCYBERCOM Changes to Accredited Systems

Knowledge, Skills, Abilities

Thorough knowledge of the DIACAP or RMF process


Familiar with DISA organization, DISA/Mission Partner relation and DISA Catalog of Services

Must have ability to obtain DoD Secret Clearance or higher
