Responsibilities/Qualification

 

Position Summary

Responsible for the identification and delivery of existing and emerging opportunities that require the application of advanced principles, scientific and business theories, concepts, and techniques to the U.S Department of Defense and supporting agencies, including but not limited to the National Geospatial Intelligence Agency (NGA), National Reconnaissance Office (NRO), US. Army, U.S. Air Force, and associated Research Labs.  Manages coordination of program requirements across planning stages with several subcontractors, and employees across many functions.  Requires coordination of technologies across program requirements.  Requires organizational and program development to expand Alion’s technology, service, and system offerings to meet NGA client needs.

Duties and Responsibilities

Establishes and maintains positive relationship with customer and program stakeholders.  Regularly meets with and updates the customer on project status.  Leads program review sessions with customer to discuss cost, schedule, and technical performance. Build, grow, and maintain a professional network of partners, vendors, and outside agencies to meet NGA client needs.

Responsible for the cost, schedule, and technical performance of the company on assigned program from inception through completion.  Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program. Ensures that appropriate training is delivered to program staff.

Develops and monitors program plan including time and cost estimates. Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.

Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.

Leads technical discussions for project reviews.  Prepares and delivers formal briefings to senior leaders in government, customers or peers.

Develops new business or expands business with the customer.  Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.

Complies with quality assurance and security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in engineering, science or related technical discipline plus 8 years of experience. 

At least 2 years of technical project management experience the intelligence field or equivalent. 

At least three years supervisory/management experience.

At least five years direct experience working with GEOINT

In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology.

Knowledge, Skills, Abilities

Demonstrated industry knowledge and subject matter expertise

Excellent communication, presentation and interpersonal skills. Experience in preparing & delivering presentations to senior leaders in government, customers or peers.

Leadership and management skills as evidenced by previous work experience.

Strong customer service orientation.

Knowledge/experience working with the NGA, NRO, Combatant Commands (COCOMS) and other joint and combined Intelligence Operations, and IC mission partners is preferred

A Top Secret Security clearance w/CI polygraph may be required after employment.
