Job Description

The Navy Modernization Process (NMP) Assistant will serve as a member of the NSWC Corona Navy Continuous Training Environment (NCTE) Integrated Systems Division (ISD). You will support the NCTE NMP Lead and provide direct guidance to the NCTE engineering team relating to the NMP (formally SHIPMAIN) process, Ship Change Document (SCD) development, briefing, submission, tracking, execution, and A-O Risk Form message administration to allow timely and efficient shipboard installation of FST at Sea capability in support of US Fleet Forces (USFF), COMPACFLT, and the Number Fleets training and certification requirements. USFF and the Numbered Fleets conduct synthetic training and mission certification events between pierside ships, ships underway, virtual trainers and training centers during FST events.

Duties and Responsibilities

•         Must have familiarity with Permanent Change (PC) SCD and Non-Permanent Change (NPC) SCD Maturity Process and responsibilities to include: SCD Drafting, Initiation, Submission, and Tracking in Navy Data Environment (NDE) website through development.

•         Must be familiar with and maintain a Navy Data Environment (NDE) website account.  Familiarity with the following modules include but not limited to:

o   Afloat Master Planning System (AMPS) Mod: To track status of SCD installation on ships; draft and submit electronic Risk Forms (eRF) for newly submitted SCDs.

o   Entitled Process (EP) Mod: To submit new SCDs, track approval status, and provide info to approval authorities if requested. Update Cost Base Analysis (CBA), Investment Cost data, Appropriations data, and Installation Fielding Plan info to match updated Fielding Change.

o   Integrated Logistic Support (ILS) Mod: To draft, submit, and disseminate ILS Certification forms of newly approved ships.

o   Navy Modernization (NM) Mod: To track baseline status of ships.

•         Monitor SCD Approval and Administrative Process and provide input to approval authorities where necessary.

•         Should be familiar with NDE Configuration Data Manager’s Database–Open Architecture (CDMD-OA) website in order to Draft and submit AIT Verification Reports and CDMD-OA Workfiles for approval by the Configuration Data Manager (CDM).

•         Should be familiar with Regional Maintenance & Modernization Coordination Office (RMMCO) website to support Alteration Installation Team (AIT) Leaders with RMMCO check-in process.  Duties include but not limited to:

o   Draft, update, and submit RMMCO forms with required documents for AIT check-in.

o   Coordinate and correspond with various RMMCO regional reps ensuring requisite documents are provided prior to AIT arrival. 

•         Should be able to draft and submit Technical Data Packages (TDP) in order to illustrate shipboard requirements to be used in developing Ship Installation Drawings (SIDs) for SCDs. This includes identifying required cabling, room arrangements, physical data and other ship impacts. 

•         Represent NSWC Corona at Integrated Combat Systems Configuration Control Board (ICS CCB). Draft and submit briefs to ICS CCB to add ships to the Fielding Plan (FP) or to shift a ship from one FY to another. Attend meeting and brief request to gain board permission to proceed.

•         Should be familiar with United States Message Text Format (USMTF) in order to draft A-O Installation Request and Extension Request messages for various ships. Tracks these messages through TYCOM endorsement, CNSL/CNSP Approval Recommendation, and FLTCDR Approval.

•         Should be familiar with Advanced Configuration Control Engineering Status Systems (ACCESS) website in order to review future ICS CCB scheduled boards, board agenda and minutes, and board results.

•         Must be able to work closely with East Coast and West Coast Program Managers to attain permission to install and test Portable Embarkable Kits (PEKs) in various ships for shipboard training efforts. Draft and track yearly FLTCDR Risk acceptance message to embark various support systems and equipage in force and unit level ships

•         Acts as Deputy Chair for the NCTE Shipboard Installation Engineering Integrated Project Team.  Ensures interim capabilities developed by NCTE engineering teams adhere to internal processes ensuring consistent solutions destined for shipboard environment.  Specifies and updates changes to internal process and specifications for Portable Embarkable Kits (PEKs) as necessary.

Education and Experience

Bachelor's degree plus 2 to 4 years of directly related experience is required.
In some cases, educational requirements may be adjusted or waived for more than 6 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.  Experience working with Navy systems and/or commands desirable but not mandatory.

Knowledge Skills and Abilities

•         Excellent communication and interpersonal skills

•         Excellent grammar, punctuation, spelling and proofreading skills

•         Excellent Microsoft Office skillset; must be proficient in Word, Excel, PowerPoint, and Outlook

•         Experience working within a collaborative website and issue tracking environment such as Atlassian Confluence and JIRA.  Should be familiar with various concepts and how to perform basic to intermediate functions to support maintenance of division pages.

•         Thorough knowledge of United States Message Text Format (USMTF) to draft A-O Installation Request and Extension Request messages for various ships and to track these messages through approval.

•         Knowledge of ship layout and spaces.

•         Special consideration may be given to experience received while working as a Strike Force Interoperability Officer (SFIO).
