Position Summary

Alion is seeking the Lead Project Controller in support of the Army’s Synthetic Environment (SE) Core program.  Candidate would provide leadership and hands on development of the monthly Earned Value Management (EVM) customer deliverables as well as other internal financial monthly reporting items such as Revenue and Fee performance and variance analysis.  The SE Core program provides the common infrastructure definition and the SE artifacts necessary to enable simulations to participate in the Live, Virtual and Constructive Integrated Training Environment (LVC ITE).

Duties and Responsibilities 

Management of the EVM process from CAM input through Integrated Program Management Report (IPMR) deliverable on a monthly basis.  Duties include:

  • Establishment and maintenance of cost/schedule baselines; development of WBS and related dictionaries, schedules or Resource Loaded Networks (RLN's) and budgets
  • Implements Earned Value methodologies and performs related cost and schedule variance analysis
  • Management and administration of the monthly program Baseline Change Request (BCR) process
  • Development and presentation of monthly EVM Status reporting to Program Management and SE Core customer
  • Preparation of monthly IPMR Formats 1-7 and Contract Funds Status Report (CFSR)
  • Ensuring compliance with internal and external EVMS processes and guidelines
  • Supports DCMA surveillance activities as required
  • Work independently with CAMs and Technical Leads
  • Develop and maintain program EVMS business rhythm

Additional activities include:

  • Monthly Revenue and Fee reporting and variance analysis
  • Quarterly EAC development
  • Subcontractor and vendor accruals in accordance with GAAP and internal policies to ensure that the project’s cost/commitment is accurately captured and reported internally and externally
  • Analysis of profit risks and opportunities, advising management on the optimal path forward
  • Provides guidance to less-experienced Project Controllers and may perform supervisory duties including work direction, scheduling, performance management and evaluation on a day-to-day basis 

Education and Experience

Bachelor's degree in Business or Program Management related field plus 8 to 10 years of Program Control or related and progressive experience with an emphasis in Earned Value Management is required.

In some cases, educational requirements may be adjusted or waived for comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

Candidate must have experience with, Cost and schedule integration tools, Baseline change control processes, and Integrated Baseline Reviews (IBR)

     Knowledge, Skills, Abilities

Knowledge and understanding of the American National Standards Institute /Electronics Industries Alliance (ANSI/EIA) Standard-748, Earned Value Management Systems Criteria

Well versed in Earned Value Management principles, EVMS in Agile software development environment is a plus

Advanced knowledge of Deltek Cobra and wInsight

Expert knowledge of MS Excel

Working knowledge of MS Project

Strong communication/interpersonal skills

Ability to work independently and meet deadlines

Must be US citizen; no dual citizenship allowed.

Active SECRET security clearance or ability to obtain and maintain a SECRET clearance.
