Qualifications 

  • Bachelor's degree in related field plus 8 to 10 years or Master's degree plus 5 to 7 years, of directly related experience in a government-contracting environment including supervisory/management experience.
  • Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
  • In-depth understanding of financial principles, theories, concepts and practices, to include the development of EAC's.
  • Ability to understand and resolve complex financial problems effectively.
  • Excellent communication and interpersonal skills.
  • Excellent presentation skills required.
  • Must have the ability to lead, mentor, and develop direct reports.
  • Working knowledge of relevant software applications, including Excel, JAMIS, and others;
  • Knowledge and ability to ensure adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, Federal Regulations (FAR, DFARS, CAS) and all company policies and procedures as they relate to contract performance and financials.
  • Experience in job cost or service industry.

Position Summary

Manages the financial activities of one or more Project Controllers involved in performing analysis and developing reports for projects of varying contract type, size, complexity and level of risk. 

Directs the financial operations of Project Controllers in financial activities including budget management, cost accounting, financial analysis and financial reporting to accurately reflect the financial position of contracts managed and to assist in achievement of financial results against annual plan.  

Interacts with all levels of management and staff within program and projects as well as other functional organizations including contracts, finance, accounts receivable, subcontract management and procurement as necessary to resolve problems and provide accurate, timely, user-friendly reports on program and project status.

Duties and Responsibilities 

  • Analyzes financial reports and takes action on adjustments, establishes reserves and works with program and project management to maintain financial stability.    
  • Directs the gathering and interpreting of financial data and develops recommendations and reports to Program Managers including Work Breakdown Structures (WBS), Basis of Estimates (BOEs) and development of time-phased budgets and schedules.
  • Ensure compliance with accounting principles and federal, state, and local regulations in the performance of all duties.
  • Supervises the day-to-day work activity of Project Controllers, ensuring compliance with accounting principles and federal, state, and local regulations.
  • Ensure compliance with contractual terms, conditions and requirements.
  • Directs and oversees program financial Estimates at Complete (EAC), to include financial analysis reports on financial performance and other reports requested by management. Ensures deadlines are met.
  • Identify project risks and opportunities and provide analytical contribution in working resolution with PM, Contracts, Procurement and Finance/Accounting.
  • Monitor costs and manpower on a weekly basis ensuring that actuals are within budget and charged to the correct job number.  Process cost transfers as required.
  • Manages analytical review and arithmetic checks of cost reporting documentation.
  • Ensures accurate and complete variance analysis and reporting.
  • Prepare Internal Program Review (IPR) presentations for management.
  • Prepare financial Contract Data Requirements (CDRL) for programs.  Ensure contractual requirements are met and customer financial deliverables are accurate and on time.
  • Support ad-hoc financial analysis on the contract as requested by PMO and others.
  • Monitor funding status, providing reliable and timely notification of funding status by line item detail as required.
  • Directs the Project Controllers to support accounts receivable as required during the billing processing.  Monitor billing status and unbilled issues, working with Finance, Contracts, Accounting and PMO to resolve issues in a timely manner.
  • Provide subcontractor and vendor accruals as services/goods are received in accordance with GAAP and internal policies to ensure that the project's cost/commitment is accurately captured and reported internally and externally.
  • Ensure program revenue and profit is recorded in compliance with the EAC.
  • Analyze profit risks and opportunities and advise management on the optimal path forward.
  • Ensure adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, FAR and all company policies and procedures as they related to contract performance and financials.
  • Ensures controls are in place to prevent fraudulent activities. Interacts and works effectively with government auditors.
  • Ensures staff results by communicating job expectations; planning, monitoring and appraising job results; and developing and enforcing systems, policies, and procedures.
  • Selects, trains, develops, mentors and supervises staff.
  • Additional duties and responsibilities as assigned.
