Job Description

Alion Science is seeking a Senior Project Controller to join our successful and dynamic team. They will be the primary point of contact to manage all subcontractor relationships and communication.  This role is a key member of the program and finance team that will work directly with the Program Manager to help define the project’s goals and objectives; and recommends actions to improve progress and performance.  They will work with Financial Manager, Program/ Project Managers, senior technical staff, all subcontractors, as well as other functional organizations including contracts, finance, accounts receivable, subcontract management and procurement.  Provide any support to the project(s); i.e. customer interaction, schedule support, budgeting support, timekeeping support, taking meeting notes, etc.

Project Controllers participates in the planning, tracking, analysis and reporting of performance on projects of varying contract size, complexity, and level of risk. Works directly with the Program Manager in providing cost, schedule, funding planning, reporting, monitoring, and analysis support, including Work Breakdown Structures (WBS), Basis of Estimates (BOEs) and time-phased budgets and schedules. Prepares program financial Estimates at Complete (EAC) and ensures revenue and profit are recorded in compliance with the EAC. Monitors cost, manpower, and funding status. Prepares financial Contract Data Requirements (CDRL) and ensures requirements are met. Adheres to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, and Federal Acquisition Regulations (FAR) as related to contract performance and finances. Familiarity with multiple government contract types, such as FFP, FPI, FPLOE, T&M, CPAF, CPFF, CPIF, and hybrid. May provide guidance or work leadership to less experienced Project Controllers.

The successful candidate will have an extensive knowledge of Alion Financial Systems and familiarity with the National Geospatial-Intelligence Agency (NGA).The candidate must possess a current DOD Secret clearance with eligibility for TS/SCI clearance with a Counterintelligence Polygraph.

The idea candidate will work as a key member of the program management team providing objective advice, expertise and specialized skills in, but not limited to, supporting the program and individual projects. The senior project controller is considered an expert in a functional domain (e.g., finance, accounting, government contracts, etc.) with a number of years of experience. 

The idea candidate will 

  • have experience in supporting a large ($50M+) government contract 
  • have experience in participating in month end closing processes 
  • have experience with developing budgets for assigned contracts 
  • have experience working directly with Program Managers to help define the program's goals and objectives
  • have experience making recommendations to management to improve the financial performance of the program
  • have experience creating, maintaining, and updating financial databases and spreadsheets, and generating various financial reports as required

Duties:

  • Will be the lead project controller on one large contract with the potential to lead more.  Provide cost, schedule and funding planning, reporting, monitoring and analysis support to Program Managers including Work Breakdown Structures (WBS), Basis of Estimates (BOEs) and development of time-phased budgets and schedules.
  • Create, review, and submit Purchase Requests (PRs) for subcontractors, including the development of Statements of Work, Non Competitive Source Justifications, Proposal Technical Evaluations and other relevant documentation to validate policy compliance. Facilitate proactive communication with PMO, Business Operations and Subcontracts Administrator throughout the PR process to ensure effective hand-offs and broad group understanding of progress and constraints
  • Will be the main point of contact for all subcontractors in regards to our hiring needs, serving in a liaison and outreach role. This includes engaging our current and prospective teammates about what positions are open, how to submit candidates/resumes through our online portal, scheduling interviews, working with subcontracts on onboarding for subcontractor new hires, etc. Responsible to stand up an in-house formal process for monthly Program Management Reviews (PMRs).
  • Support development and advancement of Financials Database and visualization tools (i.e. Power BI).  
  • Lead project set up in compliance with contractual terms, conditions and requirements.
  • Prepare program financial Estimates at Complete (EAC) and meet deadlines for submission requirements.
  • Identify project risks and opportunities and provide analytical contribution in working resolution with PM, Contracts, Procurement and Finance/ Accounting.
  • Review and assess all contract modifications.  Advise the program management team of impacts as necessary.
  • Monitor costs and manpower on a weekly basis ensuring that actuals are within budget and charged to the correct job number.  Process cost transfers as required.
  • Perform analytical review and arithmetic checks of cost reporting documentation.
  • Prepare accurate and complete variance analysis and reporting.
  • Prepare financial Contract Data Requirements (CDRL) for programs.  Ensure contractual requirements are met and customer financial deliverables are accurate and on time.
  • Perform ad-hoc financial analysis on the contract as requested by PMO and others.
  • Monitor funding status, providing reliable and timely notification of funding status by line item detail as required.
  • Support accounts receivable as required during the billing processing.  Monitor billing status and unbilled issues, working with Finance, Contracts, Accounting and PMO to resolve issues in a timely manner.
  • Prepare subcontractor and vendor accruals as services/ goods are received in accordance with GAAP and internal policies to ensure that the project’s cost/ commitment is accurately captured and reported internally and externally.
  • Ensure program revenue and profit is recorded in compliance with the EAC.
  • Analyze profit risks and opportunities and advise management on the optimal path forward.
  • Ensure adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, FAR and all company policies and procedures as they related to contract performance and financials.
  • Additional duties and responsibilities as assigned.

Education:

  • BS in Finance, Business, Program Management or similar field. Educational requirements may be adjusted for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience and 9-13 years of related experience

  • MBA Degree and 7-11 years of related experience

Experience:

  • Experience with an emphasis in Finance, Accounting, supporting projects, programs, working with budgets, schedules, administrative support of programs, etc. is required.
  • Must have prior experience communicating with subcontractors and creating/submitting Purchase Requests (PRs).  
  • Candidates must possess a strong background working with multiple government contract types: FFP, FPI, FPLOE, T&M, CPAF, CPFF, CPIF, and hybrid contracts.
  • Strong working knowledge in Excel and overall MS Office suite and a working knowledge of relevant software applications, i.e. JAMIS and others.
  • Strong organizational skills, able to handle multiple tasks at one time and meet deadlines.
  • Must be analytical, possess strong communication and presentation skills and have the ability to work independently as well as a member of a team.  
  • Exemplary customer service skills; strengths in the ability to talk with anyone/everyone
  • Comfortable working in a fast-paced, dynamic environment

Desired Skills: 

  • Database tools (MS Access desired) and Business Intelligence tools (Power BI desired).
  • Significant exposure to Firm Fixed Price (FFP) and Cost Plus (CP) contracts.

  • Program/ Project scheduling experience
