Job Description



Under direction of a Division Manager or Program Manager and in support of PMS 377 LHA Program, oversees and manages the operational aspects of small, singularly-focused ongoing technical projects, typically from initiation through delivery.  Plans and manages project to meet the objectives established by the contract underlying the project and is accountable for the performance and profitability of the project.  May provide work leadership to company or customer teams but has no direct people-management responsibility.   

Additional Responsibilities:

  • Under direction of the Division Manager or Program Manager, manages the project in order to expand Alion's participation, anticipating and meeting customer needs; directs the tactical activities of the program including, but not limited to, engineering, finance and operations with the objective of maximizing growth and profitability.  Seeks to build project revenue by remaining alert to new business opportunities or expansion of business with the customer and advising senior operations management. 
  • Under guidance of division policy, operates sound, responsive and accurate financial management and reporting systems, budgeting and financial analysis, and responsive systems that satisfy the obligations of the program to its customers, as well as legal and regulatory compliance. 
  • Reviews status of projects and budgets.  Manages schedules and prepares status reports.  Develops mechanisms for monitoring project progress and for intervening and problem solving with Alion and customer management to meet productivity, quality, and customer-satisfaction goals and objectives.
  • Interacts with customer representatives, including customer management levels, concerning project operations or scheduling.  Participates in briefings and technical meetings with company and customer representatives concerning project operations.
  • Ensures that the project is completed on schedule following established procedures and schedules.  Erroneous decisions or recommendations or failure to complete assignments normally result in delays to project schedules and allocation of more resources.
  • Ensures adherence to Alion administrative policies and procedures, human resource policies and practices as applicable, and contracts administration procedures that support the programs of Alion, and ensures that the contract is administered to protect Alion¿s interest and comply with all applicable laws and regulations.
  • Directs efforts to improve the quality and efficiency of the Alion team through training and development programs in both technical and scientific disciplines.
  • Performs additional duties and responsibilities as assigned.

Education and Experience

  • Bachelor’s degree in engineering, architecture, or related field, masters preferred, plus 5 years related experience with some project management experience. 
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • A SECRET security clearance will be required after employment.

Desired Skills and Experience

  • Familiarity with ship design criteria, standard shipbuilding practices and change documentation.  Understanding of ship’s drawings and specification documentation.  Technical ship construction coursework, a plus.
  • Must be able to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools (Word, Excel, PowerPoint, Outlook E-mail, Access and Project), Adobe Acrobat, and Windows Explorer.  Experience creating and maintaining spreadsheets for tracking construction and quality of ship construction projects preferred.
  • Excellent communication, presentation and interpersonal skills for interaction with shipbuilding and naval personnel.
  • Strong customer service orientation.
  • Effective organization skills.
  • Though this effort is located predominately in an engineering office environment, this work may occur within an industrial field office, outdoors and/or aboard ship while the ship is undergoing construction, alteration, activation, overhaul, repair and/or underway trials.  Walking and climbing throughout the ship, in order to accomplish ship checks, will be required.  Exposure to high noise levels, uncomfortable temperatures, heights or other industrial safety conditions will require use of personal protective clothing and equipment.
  • Local travel to Washington Navy Yard area can be expected.  Infrequent travel to shipyards or onboard ships may occur.
