Position Summary

Under direction of a Division Manager or Program Manager, oversees and manages the operational aspects CG/LSD ship class modernization support to the PMS 407 Program Office which will also include ship restoration.  Work is performed with limited direction and overall goals.  Completed work is reviewed from a relatively long-term perspective for desired results.  Plans and manages the project to meet the objectives established the PMS 407 Program Office and is accountable for the performance of the project.  May provide work leadership to company or customer teams but has no direct people-management responsibility.    Position is located in Washington, DC.

Duties and Responsibilities 

Under direction of the Division Manger or Program Manager, manages the project. 

Under guidance of division policy, operates sound, responsive and accurate financial management and reporting systems, budgeting and financial analysis, and responsive systems that satisfy the obligations of the program to its customers, as well as legal and regulatory compliance.  

Advise/support PMS 407 with the development of an integrated plan required to accomplish modernization, maintenance, repair, and reactivation (e.g., critical path analysis, milestone/key events, production schedules, manning plans, production progress, material delivery, testing, etc.)

Validate on-site plan for Navy Agencies and commercial organizations for system restoration.

Review/ensure production schedules support approved milestones.

Review work packages/specifications-identify gaps/potential impacts to cost/schedule.

Recommend alternative restoration methodologies where appropriate.

Develop lessons learned from the availability (cost, schedule, quality issues) and recommend solutions.

Validate/review/recommend changes to Pack-Up Kits (PUKs) for shipboard Combat Systems, Hull, Mechanical, and Electrical systems.

Directs efforts to improve the quality and efficiency through training and development programs in both technical and scientific disciplines. 

Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.

Maintains and complies with security procedures in the performance of duties.

May provide direction, training, and assistance to other Project Mangers, as an expert in a particular field of endeavor.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related field, masters preferred, plus 5 years related experience with some project management experience.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

Recent ship pre-commissioning and/or ship reactivation experience highly desired.

Former ship pre-commissioning Department Head, Executive Officer, or Commanding Officer are highly encouraged to apply.

Effective organization skills.

An active Secret Security clearance is required.
