Position Summary:

Do you have strong project management skills, an engineering or science background, and an interest in the Department of Defense’s manufacturing industrial base? This position is an opportunity to join a highly motivated technical team serving a critical part of the DoD!

This position is in support of the Defense Logistics Agency Strategic Materials. This Government agency is responsible for assessing and improving the DoD’s access to raw materials which have been deemed critical or strategic to national security. Much of this agency’s Research and Development (R&D) efforts are dedicated to enhancing the domestic industrial base for these critical and strategic materials.

Under direction of an Alion Program Manager and the Government Customer, the Project Manager (PM) will oversee, manage, assess, and report on the operational aspects of small, singularly-focused ongoing technical projects, on behalf of the Government Customer.  The PM will plan and manage each project to meet the objectives established by the contract. The PM may provide advisement to the company performing the R&D project, the Government customer, or Alion team members collaborating on the project, however, the PM has no direct people-management responsibility.   

Duties and Responsibilities:

  • The Government customer competes, initiates, and manages various types of Research and Development Programs.
  • These programs include Rapid Innovation Fund (RIF) programs, Manufacturing Technology (ManTech) programs, Broad Agency Announcements (BAA), and Small Business Innovation Research (SBIR) initiatives.
  • The programs are centered around identifying new material manufacturing processes, recycling technologies, and qualification of processes, suppliers, or materials.
  • All the programs are designed to enhance the Department of Defense’s access to critical and strategic materials. And, to enhance the domestic industrial base for critical DoD materials.
  • The Government customer needs a technical project manager (PM) to assist with managing these programs.
  • The technical PM will interface with both the Government Customer and the company performing the work to create and manage schedules, budgets, and deliverables.
  • The technical PM will be required to have a basic understanding of the technology the program revolves around in order to identify technical and program risks.
  • The technical PM will be required to keep the Government customer informed of program status.
  • The PM will use written and oral communication methods to update the customer (including power point briefings, emails, memos, and quad charts).
  • The PM will report status of overall taskings to an internal Alion program manager in charge of the overarching program with the customer. The PM will be responsible for his or her own projects but will work among a team environmental of Government and Alion people.
  • The PM will have the opportunity to collaborate with internal Alion team members who can assist with technical and programmatic aspects of the work. The team member will sit on-site with other Alion team members in Alexandria, VA, but will be required to report to the customer site in Fort Belvoir, VA a minimum of two days per week for in-person collaboration with the Government customer.
  • This position may involve periodic (less than 25%) travel for meetings or site visits with the companies performing the R&D work.
  • The PM will perform additional duties and responsibilities as assigned.
  • The position requires a SECRET clearance, at a minimum.

Education and Experience:

Bachelor’s degree in materials science and/engineering, aerospace engineering, metallurgy, mechanical engineering, chemical engineering, or related materials and materials processing field, Masters preferred, plus 5 years related experience with some project management experience. Experience with Government Small Business Innovation Research (SBIR), Manufacturing Technology (ManTech), or other Government research and development programs preferred.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.
