Responsibilities/Qualification

 

Serves as an Operations Officer for major program office on Fort Belvoir.  Principal advisor/consultant on management and administrative services to the Project Management Office. Successful job performance demands a comprehensive knowledge of the PEO IEW&S/PM-TS and its mission as well as an extensive understanding of the office's management, structure, and operational objectives. 

Develops plans and objectives for assigned projects. As required, tasks, directs, and coordinates with other internal and external organizations and offices engaged in the development and implementation of plans and objectives to assure that actions are in keeping with the PMs management direction. Identifies areas needing emphasis, exercises guidance to ensure programs and initiatives of the PM are accurately meeting management expectations and alerts the PM Leadership if trends are negative even if those trends are within tolerance.

Duties:

  • Serves as an Project Manager and Operations Officer performing expert management advisory duties in association with the overall planning analysis and implementation of PM operations such as human resources, strategic planning, various personnel reports, as well as planning, analysis and implementation of human resource policy and guidance.
  • Document Staffing to include formatting to meet AR 25-50, staffing and tracking through office staff, consolidating comments, and providing version control.
  • Distributes tasks for action to include explanation to product teams, consolidating input received, obtaining management concurrence, and ensuring suspense’s are met with timely responses.
  • Serve as alternate Security Manager for office.  Utilize office Security Management System (SMS) and Joint Personnel Adjudication System (JPAS) to process visit requests, building passes, and campus IDs.  Performs spot checks to ensure the evening security checking program is being enforced.
  • Serve as deployment coordinator.  Utilize the Synchronized Pre-deployment and Operational Tracker (SPOT) system to request Letters of Authorization (LOAs).  Process Validation memos and AMC 1297 Forms for signature.
  • Point of Contact (POC) for all IT account requests and imaging paperwork requirements for office new hires and all reimaging requests for computer upgrades.  Submits timely, complete, and accurate request packages to include: System Authorization Access Request (SAAR) aka: DD2875, Acceptable Use Policy (AUP), current Information Assurance Training Certification, and imaging/account request forms.  POC for PM-TS Telecon Accounts- requests new accounts and cancellations for departing employees.  Records and tracks all account information.
  • Compiles and submits office updates to the Major Events Calendar (MEC), Staff Call Briefing, and weekly reports.  Manpower Information Retrieval and Reporting System (MIRARS) attendance administrator to ensure each employee’s status is reported in a timely and accurate manner.  Ensures that the office workforce has 100% accurate daily accountability. Initiate office alert roster and reporting criteria when instructed by office Leadership.
  • Initiates and submits employee SIPR account requests for processing. Validates and witnesses SF312 documentation. Compiles accurate packages of all required paperwork to ensure timely activation. Submits and facilitates PM-TS news releases through the Press Release Approval System (PRAS) as needed.
  • Performs additional duties and responsibilities as assigned.

 Education/ Skills:

  • Bachelor’s Degree Business Management or related fields and 8 plus years’ experience managing DOD programs or projects.
  • PMP certification highly desired.
  • Excellent communication, presentation and interpersonal skills.
  • Strong customer service orientation.
  • Effective organizational and Strong Leadership skills.
  • Knowledge of SharePoint
  • Microsoft Office Suite with emphasis on Excel, Outlook, and PowerPoint
  • Experience as a FSO
