Position Summary

Manage the customer’s requirements management process within the team and with external stakeholders to include the overseeing the collection, documentation, analysis and prioritization of new and changing requirements. Have a deep understanding of project management principles to include risk management and resource management. Be fluid in the language/execution of DoD cyberspace mission forces and operations. Create clear and attainable project objectives, build project requirements, and manage constraints of cost, time, scope, and quality.  Manage project stakeholders, project team(s), project risk, project schedule, project budget, and project conflicts.

  • Provide technical and management services in establishing and maintaining strategic cyberspace objectives and operations enabling strategic planning and implementation of programs and projects. This includes developing briefings, roadmaps, concept of operations (CONOPS), operating concepts, and supporting documents, and facilitation of planning sessions.
  • Provide analysis, assessments, and recommendations for cyber program requirements
  • Conduct research and analysis to develop strategic planning materials
  • Identify and define processes, requirements, and resource requirements to integrate into mission operations
  • Provide analysis to ensure alignment and synchronization of mission areas and priorities with national requirements.
  • Assess program requirements to develop comprehensive plans
  • Provide operations planning analysis to support strategic objectives
  • Review and provide comments on operational policies, CONOPS, directives, and Rules of Engagement (ROE) for exercises
  • Provide Comment Resolution Matrix (CRM) for reviews when comments or corrections are required
  • Provide operational and strategic support for projects and efforts to modernize, improve, and sustain mission operations and objectives
  • Review, analyze, and report analysis of requirement documents, such as CONOPS and Operating Concepts

Job Requirements

  • Security Clearance: Top Secret/SCI – With Poly
  • Education/Certification: Bachelor's degree in a related discipline plus a minimum of five (5) years of relevant experience; or Master's degree from in a related discipline plus a minimum of three (3) years of relevant experience; PMP (preferred)
  • Key Requirements: Engaging/interacting/collaborating at all levels of an organization; Fluency in cyberspace mission operations

In some cases, educational requirements may be adjusted or waived for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience
