Position Summary:

The NCTE project manager, under the direction of the NCTE Shore Installation program manager, is responsible for the management and execution of assigned network, radio frequency (RF), and IT system installations, renovation, and modification projects conducted on the NCTE.  Roles include requirements assessment, project estimation, engineering design, procurement, management, coordination and occasional onsite tactical team leadership of installation teams of 2- 4 personnel.  The project manager will interface with customers to determine requirements, conduct survey and planning actions, develop and approved courses of action, develop bills of material, procure equipment, manage project budgets, and oversee project execution and closeout. The major project manager will be required to work with draftsman to create and interpret installation design plans (CAD drawings), and direct teams in the implementation those plans making local modifications where required and appropriate.  On occasion, the project manager will be expected to participate in system installations in a hands on fashion, assisting dedicated installation teams to ensure project success.   

Duties and Responsibilities:

1.      Manage and direct all assigned NCTE installation, renovation, and modification projects, from requirement definition through completion, ensuring projects are completed on time, within budget, and at required level of quality. 

2.      Manage project budgets as required.

3.      Direct the activity of NCTE Installation teams during the conduct of project installations.  As required, direct activity of sub-contract and vendor installation teams in support of project objectives.

4.      Conduct project planning, procurement, and resource management to ensure the successful completion of electrical projects.

5.      Consult with other NCTE Divisions and external organizations on matters related to projects.

6.      As required, coordinate with various governmental stakeholders to ensure information is flowing as required, permits and associated permissions are obtained, and tasking is completed to project sponsor satisfaction.    

Education and Experience:

1.      Bachelor’s degree in computer science or electrical engineering, or 10 years’ experience with IT system installations, preferably in a military/DOD context. 

2.      Experience with conducting IT and electrical system installations in classified environments.

3.      Experience operating or deploying RF systems in a military context. 

4.      Experience with the operation and configuration of DOD cryptographic systems and EKMS program. 

Knowledge, Skills, Abilities:

1.      Ability to read, understand, and implement electrical and IT system installations based upon engineering level installation design plan drawings.

2.      Advanced understanding of electrical and HVAC concepts, specifically related to systems required to support electrical and IT installations. This includes the concepts of electrical grounding, heat/power conversion, and IT System cooling principles and best practices.

3.      Familiarity with SPAWAR Shore Installation Process Handbook.

4.      Advanced knowledge of IT network installations, to include network design concepts; CISCO Certified Network Associate certification is a significant advantage.

5.      Understanding of tempest regulations and requirements related to the installation of IT and RF systems

6.      Ability to lift 30 pounds, and work on ladders.

7.      Ability to travel in support of project execution; as much as 10% of year.
