Job Description

Position Summary

Acts as a project manager and deployed site lead on a project or program that is complex and/or novel in concept and development related to military operations and strategy. Manages a team of SMEs and engages directly with US and Partner Nation Force key stakeholders.  Develops problem resolution options based on thorough knowledge of the situation, globally, as well as internally, utilizing complex quantitative and qualitative theory and principles to develop viable options.

Performs multi-faceted assignments requiring the analysis and synthesis of complex systems and projects.  Utilizes effective theory, concepts and principles in the design, development and implementation of analytic models and systems. Develops and evaluates plans for various projects or program activities to meet requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses a thorough knowledge of applicable operational mission areas and national defense requirements. 

Duties and Responsibilities           

Applies extensive operational and analytical background experience gained from intelligence and special operations military service and leadership roles, as well as proficiency in advanced analytic theory, management, and principles, during interagency, joint, and combined operations at tactical, operational, strategic and national levels to solve current and/or future mission needs and to correct problem areas. 

Reports to the PM and provides timely and accurate information. Liaises between the Alion Program Manager (PM) and the US and PNF command and staff.  Communicates and coordinates Alion’s activities with key US and PNF stake holders.  Integrates into the US and PNF staff.  Actively advises, informs, and councils US and PNF key stake holders, while representing Alion’s interests. Provides policy and guidance recommendation to SOCAF regarding Alion’s activities and deliverables.  Conducts routine and unscheduled meetings, engagements, and briefing with SOCAF key stakeholders, based on thorough analysis that utilizes “cutting edge” theory, principles and methods.

Manages day-to-day program activities; produces weekly and monthly administrative deliverables; disseminates tasks; ensures all functions are staffed; ensures all personnel are properly trained, prepared, and functional; resources team support requirements; Oversees SME functions, provides back-side support and continuity.

Establishes and monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities. Develops and executes budgets, work breakdown structures and other management procedures as required to monitor and control projects.
Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.
Maintains and complies with security procedures in the performance of duties. May provide direction, training, and assistance to other project staff, as a senior expert in a particular field of endeavor.

Education and Experience 

Bachelor’s degree in leadership or a related military discipline plus 8 to 10 years of relevant work experience in Joint Special Operations Command (JSOC).  Master’s degree plus 9 years directly relevant work experience or doctorate plus 7 years of directly relevant work experience.
In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving complex operations.

Knowledge, Skills, Abilities:
Willingness to work in austere conditions, proven independent decision making skills,  and experience working in the AFRICOM, PACOM, CENTCOM, and/or EUCOM AOR highly desirable.   Must be experienced in the Intelligence Cycle, ISR Targeting Cycle, and Processing Exploitation & Dissemination products. Must be familiar with Manned and Unmanned ISR Operations, F3EAD, Attack the Network, Targeting, Collection Management, HUMINT, SIGINT, IMINT collection, Processing Exploitation and Dissemination.

 Must be familiar with Foreign Internal Defense, Unconventional Warfare, Asymmetrical Warfare, and Counter-Insurgency principles, Humanitarian and Stability Operations, joint and interagency doctrine, logistics, communications, and working with foreign and US military senior leaders. Has a strong understanding of Cross Cultural Communication (oral and written), working within senior military staffs, and asymmetrical business models. Strong management and leadership skills, initiative-based decision making processes and critical thinking skills. Has at least 12 years Intelligence or SOF experience  and has worked within an Operational Level comman d.

Former Intelligence or SOF officer (O3 - 05), senior warrant (CW3 - CW5), or senior NCO (E7 - E9).

Candidates are required to deploy and perform duties in austere locations. Applicants must be fully deployable according to all Theater Entry Requirements, wear uniforms, and bear arms, as required.

Must be proficient in Microsoft Office applications.
