Responsibilities/Qualification

SUMMARY

The Project Scheduler/Administrator performs as a program/project coordinator for Alion project ensuring Integrated Master Schedule (IMS) and related  administrative activities and tasks are managed to the schedule.

RESPONSIBILITIES

Create, update, and maintain IMS in MS Project performing schedule analysis including critical path analysis. Report to project manager (PM) on issues, concerns including program and technical risks that affect the IMS.

Ensure IMS tasks track to contractual / program subcontractor commitments are in support of major project events.

Review subcontractor reports and incorporate necessary modifications / updates to the IMS ensuring major program events and objectives are supported.

Assist in creating, maintaining, and overseeing the planning and execution of the project, including associated finances, subcontracts, and procurement; including budgetary, billing, and financial management.

Under the direction of a Project or Program Manager, assists program/project management staff in the tracking and administration of contractual commitments. Track key project tasks, monitor project deliverables and timelines, organize project related meetings and develop reports and other deliverables as assigned.

Responsible for developing, drafting, writing, and editing reports, briefs, speeches, proposals, and other documents in support of a client's requirements.
 

Coordinates schedules to facilitate completion of proposals, contract deliverables, task order review, briefings/presentations, and meeting preparation. Assists in the preparation of management plans and reports.

Interfaces with personnel to coordinate meetings and events, maintain logs, records and files, provides end user support, and performs general administrative duties.

Performs analysis, development, and review of program administrative operating procedures. Responsible for preparing and/or maintaining systems, programming and operations documentation, procedures and methods, including user reference materials.


Coordinates the procurement of materials, products/services and equipment necessary for the operation of the project or program.

Processes and completes purchase orders; determines prices from available vendors that meet cost and quality guidelines; places orders; verifies receipt of purchase. Analyzes bids for specification compliance, prices, delivery commitments and past performance; utilizes online systems as a resource for procurement.

Conducts negotiations with suppliers to obtain products at the best quantity and cost in order to ensure end-users needs are met; negotiates delivery, terms and conditions, and pricing. Identifies future procurement opportunities to further procurement strategies.

Maintains approved supplier/vendor database. Monitors supplier/vendor performance through the administration of supplier/vendor measurement programs; makes recommendations for additions to and deletions from the supplier/vendor database as appropriate.

Coordinates with accounts payable to resolve any credit holds pricing problems in order to ensure prompt payment and avoid delays to end user; coordinates with receiving departments to resolve receipt problems promptly so as to not cause any delay to end users.

Maintains communication with suppliers during course of procurement action in order to ensure timely delivery in compliance with the requirements of the procurement document.

Performs additional duties and responsibilities as assigned.

EDUCATION AND QUALIFICATIONS

Must have a Bachelors degree in a related field with 5-7 years of relevant work experience.  Experience working in support of US Navy / Commercial ship construction and/or modifications preferred.

Must be US citizen and eligible to obtain and maintain a US Government Secret clearance.  An active Secret clearance is preferred.

Must be proficient with MS Project and Microsoft Office suite of programs, MS Word, Excel and PowerPoint. SharePoint  a plus.

Strong customer service orientation required.

Effective organizational skills.
