Position Summary

Leads highly complex process and product related quality control and quality engineering Develops, manages, and implements a quality control plan and quality engineering required for designing, developing, integrating, testing, managing, documenting, and delivering the Army¿s Synthetic Environment (SE) Core program. The SE Core program provides the common infrastructure definition and the SE artifacts necessary to enable simulations to participate in the Live, Virtual and Constructive Integrated Training Environment (LVC ITE).

Duties and Responsibilities

Directly supports the Program Manager and technical management personnel with quality control and quality engineering to ensure workmanship and contract requirements are satisfied in accordance with the Government¿s Quality Assurance Surveillance Plan and Government-approved SE Core Quality

Develops, maintains, documents and manages an effective Quality Control Plan (QCP) to ensure all services are performed in accordance with the Government PWS and the established SE Core processes.

Creates, establishes, maintains and manages a cost effective Quality Management Program, that assures that Quality control processes and plans are established and functioning across the SE Core program. The plan shall identify relevant standards and how to satisfy them, include identification of measures and metrics and acceptance criteria, ensure that all processes needed to meet requirements (i.e. audits) are established, and develop iterative processes to ensure that Quality standards are being met.

Leads quality engineering and ensures the maintenance, sustainment, concurrency, documentation, and availability of applicable capabilities, specifications, and processes that improve synthetic environment (SE) quality and throughput of synthetic environment production.

Maintains and updates the Quality Assurance Program Plan-Quality Control Plan and supports the maintenance and update of the SE Core Quality Content Specification.

Develops, evaluates, revises, and applies technical quality assurance protocols/methods to inspect and test acquired data, products, in-process work, production materials, and finished products.

Involves participants and stakeholders in the identification and definition of service Quality standards and solicits feedback from customers, stakeholders, and implementation team regarding Quality metrics, proposed measures, and Quality baselines.

Is proactive and focuses on detecting and addressing quality early in development before it becomes an issue and provide an ongoing, iterative process that is conducted throughout the service lifecycle.

Tracks trends of quality metrics and measurements over time to provide a graphical representation of the trend of conformity to defined Quality metrics.

Organizes and supports periodic reviews of the quality standards, metrics, and measures for continuous improvement and analyze the impact of quality on the product, development, and service.

Maintains an archive of Quality measures and metrics and incorporation of lessons learned.

Establishes measurement points that will provide maximum visibility into new and prior processes to assure contractual requirements are being met. Metrics shall be developed to assist management visibility into an adequate process control system.

Supports the establishment and maintenance of a computerized discrepancy tracking system within the Integrated Development Environment (IDE) with the ability to produce complete permanent records of all discrepancy or database listing.

Reviews customer purchase orders, contracts and change requests and ensures that the necessary criteria and provisions are included in quality and process plans.

Evaluates and analyzes the efforts in organizing, documenting, and interpreting inspection support documents and records.

Evaluates progress and results of project and recommends new methods to improve project design, procedures and performance.

Identifies opportunities for new program initiatives and follow-on tasking for current projects.

Carries out assignments requiring the improvement of current techniques and procedures.

Prepares and assists others in the development of status reports, letters, technical memoranda, contact reports, technical analyses or other outputs needed.

Prepares and provides briefings to staff and customers and participates in technical discussions at project review sessions.

Performs additional duties and responsibilities as assigned.


Education and Experience

Bachelor's degree in engineering or a related scientific discipline plus at least 8 years of directly related experience.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

Knowledge, Skills, Abilities

Strong orientation and a proven track record in the use of statistical techniques to characterize, prioritize, monitor and improve performance.

Excellent communication and interpersonal skills.

Knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint.

Knowledge of the principles, practices, and procedures used in quality engineering.

Must be US citizen; no dual citizenship allowed.

Must be eligible to obtain and maintain a clearance; an active SECRET security clearance is preferred.
