Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a Lead Quality Engineer to serve as the senior quality engineer for all technical aspects and development of innovative solutions and emerging technologies to address Command Priorities across all Lines of Operation. Requirements range across major geographic locations requiring coordination of technology and/or production across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced testing techniques that will accurately replicate real-world use and environments.

As the organizational expert in the quality engineering field, this positions supports our Test Engineers, reviewing design processes and deliverables against highly complex engineering standards and tests to evaluate the function of products and systems. Develops and implements procedures for evaluating the quality of product testing, reviews and evaluates test results, and recommends production or design changes to ensure quality and performance standards. Expected to spearhead quality testing of innovative solutions going beyond the existing boundaries of current USINDOPACOM technology.

Reports directly to Program Manager, this position leads highly complex process and product related activities supporting internal operations and supplier qualifications. Ensures control and improvement of products and processes through the development of quality standards and procedures. Defines and develops quality standards for receiving, in-processing and final inspection in accordance with company and contractual requirements.  Reviews and evaluates complex in-process rejections and implements corrective action as needed. Routinely works programs with national allies and coalition forces to include Japan, Thailand, Korea, and island nations across the Pacific.

Duties and Responsibilities

Develops, applies and maintains quality requirements and standards for highly complex development and manufacturing products.

Primary interface with customers, vendors and various program branches to resolve quality problems and provide information across program.

Leads, develops, evaluates, revises, and applies technical quality assurance protocols/methods to inspect and test in-process raw materials, production equipment, and finished products.

Ensures activities and items are in compliance with both company quality assurance standards, industry standards (such as ISO and GMPs) and applicable government regulations. Leads audits.

Performs analysis and identifies trends in the inspection of finished products, in-process materials and bulk raw materials, and recommends corrective actions when necessary.

Reviews customers purchase orders, contracts and change requests and ensures that the necessary criteria and provisions are included in quality and process plans under the direction of the program manager.

Evaluates and analyzes the efforts in organizing, documenting, and interpreting inspection support documents and records.

Leads, plans, develops, coordinates, and implements highly complex engineering projects. Ensures the technical accuracy of the results obtained.

Performs highly complex analysis and trouble-shooting.

Evaluates progress and results of project and recommends new methods to improve project design, procedures and performance.

Identifies opportunities for new program initiatives and follow-on tasking for current projects and participates in proposal efforts.

Carries out highly complex assignments requiring the development of new research concepts or improvement of current techniques and procedures.

Prepares and assists others in the development of status reports, letters, technical memoranda, contact reports, technical analyses or other outputs needed.

Prepares and provides formal briefings to staff and customers and participates in technical discussions at project review sessions and in negotiations with the customer.

Provides work leadership to less experienced Quality Engineers.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in engineering or a related scientific discipline plus at least 8 years of directly related experience or a Master’s degree and 6 years of experience.

Project management experience.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

  • Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.
  • Must reside on Oahu, HI or be willing to relocate to Oahu, HI.

Knowledge, Skills, Abilities

Strong orientation and a proven track record in the use of statistical techniques to characterize, prioritize, monitor and improve performance.

Excellent communication, presentation and interpersonal skills.

Knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint.

Knowledge of the principles, practices, and procedures used in quality engineering.

Must be able to travel across the INDOPACOM AOR and return for CONUS meetings approximately 30% of calendar year.
