Requirements:

Bachelor’s degree in engineering or a related scientific discipline plus 10+ years relevant work experience.  Master’s degree preferred.  Degree(s) must be in engineering, computer science, mathematics or a related discipline.

In some cases, educational requirements may be adjusted or waived for more than 20 years of applicable work experience.  Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Project/program engineering experience.

Knowledge, Skills, Abilities

Expert knowledge of advanced engineering principles, methods, and techniques.  Preferably radar.

Technical Background with a basic understanding of RF propagation.

Advanced knowledge of relevant tools, equipment, hardware, and software.

Ability to work in a team environment and coordinate efforts between multiple stakeholders.

Strong written and verbal communications skills.

Experience with ACAT I programs, particularly radar programs, strongly preferred.

This position requires a Secret Level Clearance, TS/SCI preferred.  Must be able to receive a TS/SCI clearance.

Responsibilities:

Position Summary

This position will support RF spectrum reallocation activities within the Department of the Navy.  These activities may include feasibility studies for sharing spectrum with commercial broadband systems, relocation studies to identify alternate bands for operation, development and testing of proposed sharing or co-existence mechanisms, the development and approval of transition plans, and implementation of relocation or sharing arrangements. Many of the bands under consideration for study contain Navy radar assets.

This position will support multiple offices within the Department of the Navy (DON), including the DON Chief Information Officer, Office of the Chief of Naval Operations (OPNAV) N2N6, and the U.S. Marine Corps.  Activities may include—

  • Identifying DON systems and missions impacted by potential spectrum reallocations
  • Defining potential operational impacts to DON’s missions
  • Coordinating DON efforts and developing consensus on DON positions for reallocation matters
  • Overseeing study and transition activities conducted by the affected Program Offices
  • Reviewing and providing analysis on sharing mechanisms or reallocation proposals
  • Representing DON interests in multi-stakeholder spectrum forums
  • Developing and coordinating DON inputs to DoD reports
  • Supporting DON representatives in meetings

Duties and Responsibilities  

As the organizational expert in the field, develops and applies advanced Radio Frequency Engineering theories and research techniques in the investigation and solution of highly complex and advanced technical problems on the forefront of new technologies. Plans, conducts and technically directs projects or major phases of significant projects, coordinating the efforts of technical support staff in the performance of assigned projects.

Works directly with senior technical personnel, program managers, and external organizations in the planning, oversight, execution, and evaluation of multiple complex technical solutions related to a program’s system and technical product development. Applies intensive and diversified knowledge of scientific principles and practices in broad areas across one or more technical disciplines.  Maintains a liaison role for technical matters with staff and customers, and acts independently on technical issues within his/her field of expertise.

Advises program managers on challenging technical issues, coordinates the use of senior technical resources across the organization on multi-disciplinary problems, and provides technical guidance and leadership to less-experienced engineers and other technical staff. Works within a peer group of senior technical staff to periodically review technical plans, results, and work products.
