Position Summary

Serve as a technical advisor to the U.S. Army.

Responsible for identifying and developing requirements for the U.S. Army Spectrum Access Research & Development (R&D) Program. Interface with industry and university partners to meet EMS Strategy’s vision. Provide scientific and technical analysis that drives the development of requirements. Assist in the development of processes, contracts documentation and scheduling associated with U.S. Army R&D requirements.

Duties and Responsibilities

Under direction of a Program Manager, oversees and manages the operational aspects of an ongoing technical project, typically from initiation through delivery.  Plans and manages project to meet the objectives established by the contract underlying the project and is accountable for the performance and profitability of the project. 

Provides leadership to customer and/or company staff based on contract goals and customer or company policy.  Work is reviewed in terms of meeting contract objectives and schedules.   Accomplishes tasks through assigned staff and direct reports. Subject to approval, modifies the organizational structure to achieve project goals and objectives.    

Under direction of the Program Manager, manages the project in order to expand Alion's participation, anticipating and meeting customer needs; directs the tactical activities of the program including, but not limited to, engineering, finance and operations. Seeks to build project revenue by remaining alert to new business opportunities or expansion of business with the customer and advising senior operations management. 

Acts as an advisor to meet schedules or resolve technical or operational problems.  Directly participates in establishing and administering project controls. 

Ensures adherence to Alion administrative policies and procedures, human resource policies and practices as applicable, and contracts administration procedures that support the programs of Alion, and ensures that the contract is administered to protect Alion’s interest and comply with all applicable laws and regulations.

Minimum education and Experience

  • Bachelor’s degree or higher in Electrical Engineering, Computer Science/Engineering, Physics or equivalent combined with 8+ years of related experience.
  • Experience with Spectrum Management and frequency allocation policies
  • Experience with Electromagnetic Compatibility (EMC) applications and analyses
  • Excellent communication, presentation and interpersonal skills.
  • Proficient in MS Office products (Word, Excel, PowerPoint)
  • Strong customer service orientation.
  • Effective organization skills.
  • U.S. Citizen with DoD Secret level clearance.

Desired Experience

  • Experience with Spectrum Management and frequency allocation policies
  • Experience with Electromagnetic Compatibility (EMC) applications and analyses
