Responsibilities/Qualification

Position Summary

As the organizational expert in the field, develops and applies advanced Radio Frequency Engineering theories and research techniques in the investigation and solution of highly complex and advanced technical problems on the forefront of new technologies. Plans, conducts and technically directs projects or major phases of significant projects, coordinating the efforts of technical support staff in the performance of assigned projects.

Works directly with senior technical personnel, program managers, and external organizations in the planning, oversight, execution, and evaluation of multiple complex technical solutions related to a program's system and technical product development. Applies intensive and diversified knowledge of scientific principles and practices in broad areas across one or more technical disciplines.  Maintains a liaison role for technical matters with staff and customers, and acts independently on technical issues within his/her field of expertise.

Advises program managers on challenging technical issues, coordinates the use of senior technical resources across the organization on multi-disciplinary problems, and provides technical guidance and leadership to less-experienced engineers and other technical staff. Works within a peer group of senior technical staff to periodically review technical plans, results, and work products.

Recognized within Alion and the technical community as an authority in one or more technical specialties. Typically publishes professional and scientific papers and patents.

Duties and Responsibilities  

General
Air Force Spectrum Management Office support focuses on two primary areas:  1) Building an understanding of AFSMO perspective on all spectrum-related planning and events, and 2) Using that understanding to perform analyses, and to quickly generate both internal and external reports that address issues as they arise.  Examples of required skills in these areas is provided below.

Planning Support
The candidate must:
-Learn to quickly assess the impact of new legislation on US Air Force Spectrum Operations.
-Develop knowledge of previous and planned spectrum auctions, and their impact on US Air Force Spectrum Operations.
-Develop relationships with the Major Commands (MAJCOMs) in order to more effectively coordinate and retrieve required information.
-Review current NTIA or legislative documents and generate draft AFSMO comments.
Analysis and Reporting

The candidate must:
-Generate draft reports, as requested, and per guidance supplied.  These reports are often driven by ongoing or potential future reallocation efforts.
-Generate draft reports for the IRAC review.  (e.g., summarizing issues in the 5 GHz band.)
-Update/generate documents/materials necessary to support AFSMO visit to Capitol Hill.
-Use existing tools (such as the Spectrum Certification System (SCS) and SPECTRUM XXI) to identify and analyze technical details of specific Air Force systems of interest.
-Develop spreadsheets and other technical summaries, as requested
-Maintain internally managed data sets of interest to AFSMO (e.g., the Air Force Platform Database, and the Table Of Allocations system.)

Performs additional duties and responsibilities as assigned.


Qualifications

Education and Experience

Master's degree in engineering plus 10 to 12 years relevant work experience.  Doctorate degree preferred.  Degree(s) must be in engineering, computer science, mathematics or a related discipline.

Project/program engineering experience

In some cases, educational requirements may be adjusted or waived for more than 20 years of applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Expert knowledge of advanced engineering principles, methods, and techniques in more than one area of expertise.

Expert knowledge of relevant tools, equipment, hardware, and software.

Excellent customer and organizational level communication, presentation and interpersonal skills.

A SECRET security clearance is required.
