Position Summary

As the organizational expert in the field, develops and applies advanced radio spectrum engineering  analysis techniques for use in international fora such as the International Telecommunication Union Radiocommunication Sector (ITU-R), the Inter-American Telecommunication Commission (CITEL) as well as U.S. preparatory activities for those fora, supporting the preparation for and participation in World Radiocommunication Conferences (WRCs). Represents customer interests in the presentation of documents, analyses, and positions, and conduct of negotiations at international meetings and related U.S. preparatory meetings. Plans, conducts and directs projects, coordinating the efforts of technical support staff in the performance of assigned projects. Maintains a liaison role for technical matters with staff and customers, and acts independently managing support in accordance with customer direction.

 Duties and Responsibilities  

Prepares for and participates in, on behalf of the customer, ITU-R Working Parties (WPs), Task Groups (TGs), Study Groups (SGs), and the Conference Preparatory Meetings (CPM), CITEL Permanent Consultative Committee II (PCC II), and U.S. Department of State International Telecommunications Advisory Committee (ITAC) Radiocommunication Sector (ITAC-R) preparations for ITU-R and CITEL PCC II meetings. Conducts technical studies and prepares documents for the ITU-R and CITEL PCC II in support of Customer interests in issues on the agenda for World Radiocommunication Conferences (WRC).  Reviews documents and progress of studies in these groups to advise the Customer regarding international issues.

Prepares for and participates in the Federal Communications Commission (FCC) WRC Advisory Committee (WAC) Informal Working Groups (IWGs). Develops input documents, such as preliminary views and proposals, in support of Customer interests.   Reviews documents and progress of studies in these groups to advise the Customer regarding WRC issues.

Provides engineering support to bilateral coordination activities held in accordance with the International Radio Regulations or in accordance with existing bilateral agreements to facilitate customer operations.

Serves as program technical team lead.  Prioritizes technical issues, plans technical approach, and works with program managers to develop schedules and staffing plans to support program delivery milestones.  Supports program risk identification and management activities.  Coordinates the application of the organization’s technical resources when required. 

Develops and provides final technical review of technical papers, status reports, contract reports and formal briefings.

 Conducts independent technical investigations and provides assurance that technical projects are performed in a technically proficient manner and ensures conclusions and recommendations are supported by the analyses presented.

Contributes original ideas and innovations to both solicited and unsolicited proposals that result in the expansion of ongoing programs or new program starts.  Develops related briefings and provides understandable and compelling presentations of technical ideas/proposals.

Complies with applicable quality and security procedures in the performance of duties.  Establishes and monitors standards for internal quality programs.  Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

Performs additional duties and responsibilities as assigned.

 Education and Experience

Master’s degree in engineering or 10 to 12 years relevant work experience.  Degree(s) must be in engineering, computer science, mathematics or a related discipline.

Project/program engineering experience

In some cases, educational requirements may be adjusted or waived for more than 20 years of applicable work experience, particularly ITU-R specific experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.


Knowledge, Skills, Abilities

Expert knowledge of advanced engineering principles, methods, and techniques in more than one area of expertise.

Expert knowledge in ITU, CITEL, WAC and U.S. preparatory processes.

Expert knowledge of relevant tools, equipment, hardware, and software.

Excellent customer and organizational level communication, presentation and interpersonal skills.

A security clearance of an appropriate level may be required after employment.

Significant international travel may be required.
