Radio Frequency Engineer Principal

Position Summary

Serves as a subject matter expert for the DoD Office of the Chief Information Officer (DoD CIO) Spectrum Policy and International Engagements (SP&IE) on domestic and international spectrum technology, policy, and regulatory issues.  Develops and applies advanced radio spectrum engineering analysis techniques for use in domestic and international fora on a wide variety of topics including spectrum reallocation, spectrum automation, electromagnetic battle management (EMBM), and spectrum-related research and development activities.  Coordinates input and activities of multiple stakeholders within DoD to develop consolidated DoD positions.  Represents DoD interests in the presentation of documents, analyses, and positions, and discussions in a variety of domestic and international fora. Plans, conducts and directs projects, coordinating the efforts of technical staff in the performance of assigned projects. Maintains a liaison role for technical matters with staff and customers, and acts in coordination with the program manager organizing support in accordance with customer direction.

Duties and Responsibilities 

Provides engineering support to DoD CIO to pursue technical and regulatory solutions to benefit DoD while also understanding the ever-changing global telecommunication market and subsequent technology trends to support robust public policy deliberations and decisions. domestic and international spectrum policy activities to protect national security missions and requirements.  Conducts technical, policy, and/or regulatory analyses of proposals to identify impacted DoD equities, quantify the scope and potential outcomes of the impacts, and provide recommendations on DoD responses.

Leads or oversees to design and implementation of technical analyses to determine the feasibility of any proposed relocation or sharing arrangement.  Identifies regulatory requirements and enforcement mechanisms to protect DoD operations.  Coordinates efforts with other DoD equities (e.g., MILDEPs, Defense Spectrum Organization, other portions of the Office of the Secretary of Defense (OSD)) to develop consolidated DoD positions.

Represents DoD CIO in meetings with DoD stakeholders, the federal regulators, and other industry representatives.

Serves as a project technical team lead.  Prioritizes technical issues, plans technical approach, and works with program manager to develop schedules and staffing plans to support program delivery milestones.  Supports program risk identification and management activities.  Coordinates the application of the organization’s technical resources when required.

Develops and provides final technical review of technical papers, status reports, contract reports and formal briefings.

Conducts independent technical investigations and provides assurance that technical projects are performed in a technically proficient manner and ensures conclusions and recommendations are supported by the analyses presented.

Contributes original ideas and innovations to both solicited and unsolicited proposals that result in the expansion of ongoing programs or new program starts.  Develops related briefings and provides understandable and compelling presentations of technical ideas/proposals.

Complies with applicable quality and security procedures in the performance of duties.  Establishes and monitors standards for internal quality programs.  Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

Performs additional duties and responsibilities as assigned.

Education and Experience

Masters degree plus 12 or more years of relevant work experience.  Degree(s) must be in electrical engineering, computer science, mathematics, or a related discipline.

Project/program engineering experience.

In some cases, educational requirements may be adjusted or waived for more than 20 years of applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Expert knowledge of RF engineering principles, methods, and techniques.

Expert knowledge of the related tools, equipment, hardware, and software.

Ability to manage multiple complex technical issues and coordinate diverse technical resources.

Ability to work in a fast-paced, dynamic client environment.

Excellent communication, presentation and interpersonal skills.

This position requires a Secret Level Clearance, TS/SCI preferred.  Must be able to receive a TS/SCI clearance.
