Job Description

Research Program Officer

Provide technical analysis to the Chief Scientist's office at the U.S. Army Ground Vehicle Systems Center (formerly TARDEC). Track internally funded research programs. Track research related organizational metrics, evaluate submitted manuscripts. Conduct literature reviews, write scientific journal papers, provides programmatic management support. Create, develop, plan, write and edit complex technical documents for publication. Work closely with clients, team members, and scientific / technical personnel from various industry, academic, and/or Government agencies in the development of written work products for articles, proposals, and awards. Conduct data collection on a full range of scientific and business group topics. Coordinate meetings and events whose output will include complex scientific studies, including events with NATO members. Some overseas travel required.

Job Duties:

Provide analysis of the operational aspects of new and ongoing technical research programs, typically from initiation through delivery on an annual basis.

Provide guidance to researchers and/or technical staff based on Chief Scientist technical goals and objectives. Coordinate work activities of subject matter experts.

Develops, gathers, and disseminates technical information among managers, researchers, and technical staff. Evaluates and provides feedback on draft documents and attends documentation reviews.

Act as an advisor to meet schedules or resolve technical or operational problems. Directly participate in establishing and administering project controls.

Writes and edits technical documents including deliverables, manuals, reports, briefings, specifications, and procedures and for publication(s) as necessary.

Consult with all levels of experts and management to determine objectives and most appropriate schedule of deliverables for large technical writing projects.

Interface with authors, other technical editors-writers, word processing, graphics, and reproduction staff in the preparation and production of a variety of documents. Conducts interviews with various technical staff to gather data for documentation.

Perform additional duties and responsibilities as assigned.


The ideal candidate will have a graduate degree in a STEM field (B.S. in a STEM field is required), a scientific background, strong program management and writing skills, and a demonstrated experience in writing technical documents and scientific journal articles.

Strong organizational skills are required, as well as a demonstrated proficiency in time and project management, the ability to work with scientific staff, and good interpersonal skills.

Excellent communication and interpersonal skills.

The candidate must be able to obtain and hold a SECRET clearance.
