Position Summary

  • Perform technical assessments of strategic and critical materials required by the Department of Defense (DoD) weapon systems and National Security Space (NSS) equipment and technologies
  • Characterize current and projected requirements and assess the impact of that demand on a material’s supply chain
  • Identify and evaluate peace-time and contingency scenario risks to material supply chains
  • Propose risk mitigation options, especially recycling materials from end items and waste streams, substitution of other materials or technologies in place of the at risk material, and establishing emergency inventories
  • Plan, manage, and execute risk mitigation options to achieve assured access to materials under supply disruption scenarios

The critical materials we study range from traditional elements to semi-processed and proprietary materials with specialized applications.

Work also includes providing technical materials engineering support to non-DoD and commercial customers.

Duties and Responsibilities  

Under direction of a program manager and/or team lead, and in coordination with/on behalf of the client, the team member will conduct technical research, plan projects, and execute those projects.

Areas of research include:

  • Collecting and analyzing technical data and supply chain data on critical materials, as well as related DoD/NSS equipment and technologies
  • Identifying supply chain or program risks and developing whole-of-Government mitigation options
  • Analyzing new methods for manufacturing materials
  • Analyzing test methods for raw materials held in inventory
  • Creating business case analyses for the scale-up or greenfield start-up of strategic and critical materials manufacture

Our team is unique in our ability to deliver analyses from several technical disciplines, including materials engineering, industrial base sustainability, manufacturability, cost, DoD contracting, environmental regulation, permitting, economics, geopolitics, and contingency scenario risk. We researching exactly what the customer needs and assess risk from the perspective of our client’s mission (i.e., 50 U.S.C. 98 et seq.).

We provide costs estimates for projects our clients are interested in pursuing. We help them identify what’s required to initiate and execute programs for qualifying alternative suppliers or technologies, as well as initiating new manufacturing processes.

We help our client purchase raw materials to hold in inventory. This includes coordinating with industry to develop a contract for purchasing material, receiving and verifying the inventory, packaging the materials for long term storage, and conducting quality control and inventory verification.

We conduct in-depth industrial base and supply chain assessments of strategic and critical materials. This includes very detailed research into all the sources of supply, end-users, and modeling the dynamics of a material’s market under peace-time and high-intensity war-time scenarios.

The team member will sit at an Alion office in Alexandria, VA. As the tasks require, the team member will travel to a Government site at Fort Belvoir, VA to collaborate with our main Government client and other Alion team members sitting on-site with the client. There will be limited local travel to the Alion office in Annapolis Junction, MD for team meetings. There may be periodic local (MD, DC, VA) and CONUS travel to execute projects.

The team member adheres to Alion administrative policies and procedures, human resource policies and practices as applicable, and contracts administration procedures that support the programs of Alion. While on-site with the Government client, the team member adheres to the Government’s policies and procedures for work place conduct and handling Government equipment.

Education and Experience

Bachelor's degree in engineering, plus at least 5 years of related experience. Degree must be in materials engineering, chemical engineering, mechanical engineering, or aerospace engineering. Other technical and engineering degrees will be considered. Experience with energetic materials, ceramics, fibers, metallurgy, and/or rare earth materials is preferred. Experience with economics, business or market assessments, and/or supplier management is a plus.

In some cases, educational requirements may be adjusted or waived for more than 5 years of applicable work experience.  Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Knowledge of engineering principles, methods, and techniques. Knowledge of relevant tools, equipment, hardware, and software including Microsoft Office suite programs, MS Word, Excel, and PowerPoint.

Effective data analysis and problem solving skills; attention to detail. Effective communication, presentation, and interpersonal skills.

Experience or interest in materials, material applications, defense systems, and/or supply chains. Experience developing statements of work and cost estimates. Experience motivating or coordinating with a multidisciplinary team.

Must be a U.S. Citizen.

Must be eligible to hold a SECRET level security clearance.
