Job Description

Job Summary:

As a direct report to the Chief of Staff for the Deputy Assistant Secretary of Defense for Force Education and Training (DASD(FE&T)) is responsible for the administration of the ODASD’s budget.  Works directly with multiple Directors (GS-15-level) to support their contractual requirements totaling roughly $15M annually with multiple actions per requirement.  Each action requires coordination with the Director, getting the approval of the DASD, various contracting officers across the country, and Washington Headquarters Service Financial Management Division.  Additionally, provides oversight and assistance to a subordinate organization with a separate $15M budget.  Works with other financial specialists in the ODASD to present an overall picture of the Office’s financial status.

Job Duties:

  • Performing follow-up activities, coordinating with Contracting Officers around the country to ensure timely acceptance of funds and monitors expenditures.
  • Preparing program budget requests, spending plans, and monitors unfunded requests.  Is responsible for budgeting and tracking all Government travel.
  • Drafting guidance and coordinating the development of Program Objective Memorandum (POM), Budget Estimate Submission (BES), President's Budget (PB), Issue Nominations, Continuing Resolution Plans, Year Start Program Plans, Obligation Plans, Monthly Execution Reviews, Mid-Year Execution Reviews, and Year End Execution.
  • Monitoring the execution (commitment, obligation and expenditures) of appropriated funds to ensure funds are properly allocated, executed and posted in the various DoD accounting systems.
  • Preparing special reports, fiscal and graphic displays on data such as costs, obligations, expenditures, trends, and historical data. Drafts plans, procedures, and instructions for the formulation and execution of funding in the Office of the DASD(FE&T)

Qualifications:

  • The position requires three to five years of experience
  • Highly prefer experience with Defense Agencies Initiative software and procedures.  Prefer experience In OSD or Service Headquarters.  Expert proficiency with Microsoft EXCEL. 
  • SECRET security clearance is required.
  • Bachelor's Degree in Accounting or Finance plus five years’ experience or an MBA plus one of year experience, preferably in a government contracting environment.
  • Previous experience working for investment bank (min 2 years) a plus.

In some cases, educational requirements may be adjusted or waived for comparable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
