Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a Subject Matter Expert for Intelligence with the ability and experience to analyze actual and predictable interacting operational activities of military, governmental or business systems to obtain a quantitative, rational basis for decision making and gap analysis for operational plans (OPLANS) and Crisis Action Planning (CAP). Requirements for analysis range across major geographic locations requiring coordination of multiple sources to include open sources, and national and technical means from the Intelligence Community (IC).

USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced knowledge of potential adversaries that will accurately replicate real-world use and environments. This individual must be a SME within at least one region covered by USINDOPACOM.

As an Intelligence Analysts SME, individual must have ability to utilize modeling and simulation and measuring techniques, mathematics, statistical methods, engineering methods, operational mathematics techniques, or other principles and laws of scientific and economic disciplines in proving solutions. Past performance within DoD at the combatant command or intelligence community (IC) level as an Intelligence SME is desired. Proven customer recognition as a SME based on individual contribution to a customer should be addressed through references.

Individual will support experiments and demonstrations with an emphasis on cyber issues and solutions under the Strategic Capabilities Office-Pacific (SCO-P). Individual will support experiments and demonstrations with an emphasis on Crisis Action Planning (CAP) issues and solutions as well as development of innovative solutions and emerging technologies to address Command Priorities and potential issue nominations for review at OSD and national levels.

Duties and Responsibilities

Inputs key intelligence for integral support in the requirements determination, conceptualization, design, development, verification and validation, and documentation of modeling and simulation based decision support system applications. Participates in testing and implementation and recommends solutions to problems identified. Provides technical support to organizational programs and projects for CAP and Intelligence.

Efforts include identification of planning gaps; assessments of potential technologies, concepts, and tactics TTPs to address gaps and review demonstration and evaluation activities to determine the efficacies of potential solutions; and supporting transition activities to ensure successful solution adoptions. Intelligence Support to Gap Analysis requires the following:

  1. Assist in analyzing integration support requirements for classified projects.
  2. Develop planning documents, concepts of operation and execute specific IC related work.
  3. Analyze intelligence and operational plans to develop courses of action and mitigate risk to the joint force to include expertise in Crisis Action Planning (CAP)

Collaborates with all levels of USINDOPACOM and command leadership within.

Conducts research on existing systems and makes design improvement recommendations based on known intelligence and analysis.

Utilizes broad knowledge of Intelligence systems, collection methods, validation of sources, and analysis tools to include: modeling and measuring techniques, mathematics, statistical methods, engineering methods, operational mathematics techniques, and other principles and laws of scientific and economic disciplines in determining solutions.

Provides on-going technical support to the customer with continuous intelligence studies that provide accurate estimates for technical development of countermeasures or exploitation capabilities.

Provides functional area expertise in technical proposals as appropriate.

Provides training and guidance to less experienced Functional Analysts for intelligence and crisis action planning.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree plus 5 or more years of related intelligence, preferably with operations research experience.

Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience such as Crisis Action Planning (CAP) or Intelligence specialties.

Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.

Perfer Oahu, HI residence but Washington DC area acceptable.

Knowledge, Skills, Abilities

SME experience demonstrated by superior record of creative work recognized by a DoD or IC customer.

Excellent communication and interpersonal skills.

Excellent customer service skills.

Knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint.

Must be able to travel across the INDOPACOM AOR and return for CONUS meetings approximately 30% of calendar year.
