Responsibilities/Qualification

 

SUMMARY:

This position is based on the Navy’s growing demand to meet the challenges of training and certifications events for each of the Navy’s Fleet Maritime Operations Centers (MOC).  MOC training events are supported via the Operational Level of War Exercise Program (OL-EP) and designed with the support of the Exercise Support Team (EST) located in Norfolk, VA.  EST develops, designs, and implements the stimulation that engages the Fleet MOC for a given training event.  These activities are performed using the Navy Continuous Training Environment (NCTE), associated modeling and simulation tools, and real world systems.

In this position you will:

  • Serve as NSWC-Corona’s NCTE Web/Collaboration tool developer and knowledge management subject matter expert in support of training events. 
  • Work with EST planners, NCTE operation teams, and NCTE engineering teams to coordinate and promote knowledge management requirements by developing appropriate sites, data repositories, and interfaces that facilitate seamless exchange of information amongst systems and users. 
  • Adjust daily working hours occasionally to match times zones around the world where events are occurring.  Occasional travel is required in support of event planning conferences. 

Qualifications:

Bachelor’s degree in related discipline plus at least 5 years of directly related experience preferably in a government contracting environment.
In some cases, educational requirements may be adjusted or waived for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

Desired Experience

5+ years experience with KM systems, including MS SharePoint 2010 and 2013. 

Experience with meta-data tagging files and posting files to MS SharePoint. Knowledge of content management systems.

Demonstrated experience in writing software or scripts to extract data from various archives and live systems and develop, test, and maintain systems for rule validity and usability. 

Ability to perform Web analytics, including dashboard creation and metrics capture. 

Knowledge, Skills and Abilities:

  • Ability to design and create web-based share (portal) pages to support operational level training events.  Portals to be developed would include an event planning portal as well as portal pages mirroring Joint Operations Center (JOC) and Joint Intelligence Operations Center (JIOC) pages to support planning and execution of Navy stand-alone operational level exercises.
  • Ability to design, create and manage web-based tracking tools such as Request for Information (RFI) and Request for Forces (RFF) tools.
  • Proficiency in SharePoint and Collaboration at Sea (CAS) required.
  • Able to handle complex event dynamics while remaining focused on desired Fleet / training outcomes.
  • Experience in using modeling and simulation software (JSAF) is a plus.
