Job Description

The Navy Continuous Training Environment (NCTE) Senior Link Systems engineer is responsible for the engineering, integration, and installation of Link Systems and associated peripheral equipment to support LINK 16 , LINK 11 and future Link capabilities at designated sites to support NCTE operations. 

Duties and Responsibilities

This shall include, but not be limited to, a technical understanding of NGC Gateway Manager, MARZEN TDACS, LMMT, and associated Link peripheral systems and connections.  Coordinating integration, engineering, installation, and deployment support for the planning and execution of project installations.  Assist with defining the specifications for and procurement of equipment to provide this capability to NCTE sites.  Provide the knowledge to perform the initialization, monitoring, troubleshooting of Link-11 and Link-16 systems, the utilization of collaborative planning tools, as well as the skills needed to troubleshoot link systems, change system configurations.   Individual will be capable to interface with NCTE Engineering and Operations teams to determine project requirements to support Link Systems integration.

Education and Qualifications

Bachelor’s degree in Computer Information Systems or related discipline and 5-7 yrs. of experience.  In some cases educational requirements may be adjusted or waived for more than 11 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.  

Deep technical understanding of Link 11/16 to include;

  • MIDS terminals (MIDS LVT/JTRS)
  • Link 11/16 host system integration
  • Link 11/16 peripheral equipment integration including cable connections and installations
  • Tactical Data Link (TDL) 11/16 Message Standard (MIL-STD-6016)
  • Joint Range Extension Application Protocol (JREAP) (MIL-STD-3011)
  • Link 11/16 network design
  • Link 11/16 operational concepts
  • Ability to travel worldwide (when the situation requires)
  • Operator Skills (to be able to identify and troubleshoot problems/configuration issues):
  • Ability to work with both training labs Afloat Training Groups (ATG) and Tactical Training Groups (TTG) as well as live ranges
  • Familiarity with JSAF/JBUS, DIS, SISO J standard for HLA frameworks, JUMPS/BOSS for the live ranges, (P)TDACS, Gateway Manager, LMMT, MLST3 and JTIDS
  • Building and distributing JNL files (Test/SOVT/Live)
  • Configuring JVOICE
  • Understanding of Network Description Document (NDD) and OPTASK Link (OTL)

Technical Skills:

  • Experience using MIDS DST tool for diagnostics
  • Experience configuring/loading SKL
  • Understanding of serial/bus networks + topology as well as TCP/IP
  • Basic hardware / software knowledge
  • Security + certification or equivalent certification
  • Must have or be able to obtain an operating system certification (Linux+ or Microsoft certification) within the first 45 days of hire

Preferred Qualifications:

  • Tactical Data Link modeling and simulation tools and their utility
  • Experience with any of the following systems; Northrup Grumman Gateway Manager, Marzen Tactical Data Analysis and Connectivity System (TDACS), Link Monitoring and Management Tool (LMMT)
  • Working knowledge and exposure to other data exchange considerations including cyber security requirements for robust and resilient operations
  • Strong analytical, written communication, and verbal communication skills
  • Strong interpersonal and engagement skills
  • Defines system requirements and allocation of System and Subsystem requirements
  • Prepare documentation such as system specifications, test procedures, and presentations for technical briefings as required
  • Coordinate the design and certification of subsystems and integration of the total system
  • Must currently hold and able to maintain a US Secret security clearance.
