Job Description

Position Summary:

This position is for a project supporting the U.S. Department of Defense (DoD), specifically Defense Logistics Agency (DLA) Strategic Materials. The project is focused on assessing strategic and critical materials for DoD. The project includes analyzing the impact of current trends and future projections of supply and demand of strategic and critical materials in order to mitigate DoD shortages of materials for weapons systems and infrastructure.  Specifically, this position relates to researching raw material supply chains; identifying supply chain risks and mitigation options, material or technology substitution options, and material processing nuances. It includes technical and non-technical activities to  acquiring at-risk materials into the National Defense Stockpile (NDS) inventory, recycle at-risk materials, and recover at-risk materials from end of life items. The raw materials range from traditional elements and metals to semi-processed materials with specialized applications.

Under direction of a program manager and/or team lead, the team member researches, analyzes, and executes aspects of the strategic and critical materials program tasks.  The team member works independently on defined tasks and collaborates with other Alion team members and on-site with Government leads to execute the objectives established under the project contract. The team member is accountable for the quality of work products for discrete tasks and for meeting schedule milestones and deadlines. The team member collaborates with an interdisciplinary working group consisting of contractor and Government team members but has no direct people-management responsibility. A team member with a strong technical foundation and the ability to navigate non-technical tasks and interactions will excel in this position.   

Duties and Responsibilities:   

Under the direction of the program manager, the team member executes a variety of tasks in support of DLA Strategic Materials mission.

Primary tasks include:

  1. Assessing supply chains for raw materials used by DoD: Researching, collecting data, analyzing, modeling, and assessing risk and risk mitigation options of/for supply chains of materials ultimately used in DoD.
  2. Researching and reaching out to industry to collect technical, logistical, and contractual requirements for buying materials for long term storage. Drafting requirements for materials being purchased or upgraded for the NDS to include statements of work, cost estimates, and evaluation criteria for potential bidders.
  3. Providing technical and program support for recycling, reclamation, qualification, and various other research and development (R&D) programs related to the supply or processing of raw materials. Evaluating progress and providing technical expertise to the programs, reach out to industry or Government for the programs.

The team member will sit at an Alion site in Alexandria, VA. As the tasks requires, the team members will travel to the Government site at Fort Belvoir, VA to collaborate with the Government team and other Alion on-site team members. There may be limited local travel to the Fort Meade, MD area to collaborate with the Alion team manager. There may be limited local and CONUS travel to support technical tasks, including Government working group meetings, site visits, and technical conferences. Because of on-going COVID-19 impacts and until restrictions are lifted, the majority of work will be tele-work from the employee’s residence. There will be the option to come to an Alion office in Alexandria, VA for necessary work.

The team member adheres to Alion administrative policies and procedures, human resource policies and practices as applicable, and contracts administration procedures that support the programs of Alion. While on-site with the Government team, the team member adheres to the Government’s policies and procedures for workplace conduct and handling Government equipment. The team member performs additional project duties and responsibilities as assigned.

Education and Experience

Bachelor's degree plus at least 5 years of related experience.  Degree must be in materials engineering, mechanical engineering, or aerospace engineering. Other technical and engineering degrees will be considered. Experience with the following types of materials is preferred: energetic, ceramic, rare earth materials, specialty fibers, and metals. Experience with economics, business or market assessments, government contracting, and/or supplier interactions/management is desired.

In some cases, educational requirements may be adjusted or waived for more than 5 years of applicable work experience.  Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Critical thinking and professional team and customer conduct are key skills for this position. Additionally, a team member needs:

  • Knowledge of engineering principles, methods, and techniques.
  • Effective data analysis and problem-solving skills; attention to detail.
  • Effective communication, presentation, and interpersonal skills.
  • Knowledge of relevant tools, equipment, hardware, and software including Microsoft Office suite programs, MS Word, Excel, and PowerPoint.

Experience with materials, material applications, and material processing is required. Experience developing statements of work and cost estimates, motivating or coordinating a multidisciplinary team, and knowledge of defense systems and materials or DoD supply chains is desired.

Candidate must be eligible to hold a SECRET level security clearance and must be a U.S. Citizen.
