Position Summary

  • Perform technical assessments of strategic and critical materials required by the for Department of Defense (DoD) weapon systems and National Security Space (NSS) equipment and technologies
  • Characterize current and projected requirements and assess that impact on a material’s supply chain
  • Identify and evaluate peace-time and contingency scenario risk to material supply chains
  • Propose risk mitigation options, especially recycling materials from end items and waste streams and substitution of other materials or technologies in place of the at risk material
  • Plan, manage, and execute risk mitigation options to achieve assured access to materials under supply disruption scenarios

The critical materials we study range from traditional elements to semi-processed and proprietary materials with specialized applications.

Duties and Responsibilities  

This role will focus on the recycling and reclamation of strategic and critical materials.

Under direction of a program manager and/or team lead and in coordination with/on behalf of the client, the team member will conduct technical and logistical research, plan projects, and manage the execution of those projects. The team member will identify end-of-life items, both commercial and DoD, that contain strategic and critical materials of interest. The team member will:

  • Identify the item,
  • Develop plans for recovering strategic and critical materials from the item,
  • Coordinate the collection and movement of feedstock for such reclamation programs,
  • Coordinate the project with the Government client,
  • If the Government client approves the project, coordinate with Government and Industry to execute the project.

Additional areas of research include:

  • Collecting and analyzing supply chain data for strategic and critical materials, including production and reclamation technologies
  • Identifying supply chain or program risks and developing whole-of-Government mitigation options
  • Assessing industry proposals and projects for reclaiming strategic and critical materials

The team member will sit at either an Alion office in Alexandria, VA or the client site in Fort Belvoir, VA (or some combination of both these locations). As the projects requires, there will be CONUS travel for meetings and site visits.

The team member adheres to Alion administrative policies and procedures, human resource policies and practices as applicable, and contracts administration procedures that support the programs of Alion. While on-site with the Government team, the team member adheres to the Government’s policies and procedures for work place conduct and handling Government equipment.

Education and Experience

Bachelor's degree in engineering, plus at least 5 years of related experience. Degree must be in materials engineering, chemical engineering, mechanical engineering, or aerospace engineering. Other technical and engineering degrees will be considered. Experience with U.S. Military parts management databases, demilitarization, business case assessments, and supplier management is preferred. Experience with lightweight metals, batteries, data storage devices, energetic materials, ceramics, fibers, metallurgy, and/or rare earth materials is a plus.

In some cases, educational requirements may be adjusted or waived for more than 5 years of applicable work experience.  Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Knowledge of engineering principles, methods, and techniques. Knowledge of relevant tools, equipment, hardware, and software including Microsoft Office suite programs, MS Word, Excel, and PowerPoint.

Effective data analysis and problem solving skills; attention to detail. Effective communication, presentation, and interpersonal skills.

Experience or interest in materials, material applications, defense systems, and/or supply chains. Experience developing statements of work and cost estimates. Experience motivating or coordinating with a multidisciplinary team.

Must be a U.S. Citizen.

Must be eligible to hold a SECRET level security clearance.
