Responsibilities/Qualification

Position Summary

Professional analyst for a NAVSEA program that is complex in concept and development related to Navy business operations and strategy.  Develops problem resolution products and processes based on thorough knowledge of the situation.

Under the direction of a program manager, and within the scope of work as set by the contract, responsible for developing and maintaining Microsoft Office based products to manage data related to DDG Class ship modernization operations and modernization alteration data tracking.

Duties and Responsibilities           
 

  • Provide direct support to the DDG Class Ship Managers for the complete life cycle (Availability) of each modernization period at ship level.
  • Ensure DDG Class modernization alterations are properly planned and scheduled, fully developed to maturity, and authorized for installation for each Availability in accordance with applicable fielding plans.
  • Develop and maintain Availability Planning Sheets (APS) and distribute regularly for use of the community in support of alteration data tracking.
  • Prepare DDG Class Letters of Authorization (LOAs) at scheduled milestones for review/approval and sign out to the community.
  • Maintain the DDG Class execution strategy at alteration level in accordance with program direction and external stakeholder inputs
  • Develop program briefs, white papers, program plans, and recommendations to NAVSEA senior level staff.
  • Participate in working groups, analytical activities, Integrated Product Teams (IPTs), and other forums as required.
  • Maintain excellent file archives in support of emergent data calls (including but not limited to all email correspondence and all working version as well as final files)
  • Maintain the POC list for the program (all surface ship classes).
  • Manage calendar of deliverables for program situational awareness.
  • Demonstrates superior writing and presentation skills to develop conceptual and analytical products for clients.
  • Demonstrates superior communication skills while working across programs to develop products for clients.
  • Demonstrates a high level of attention to detail. 
  • Maintains and complies with security procedures in the performance of duties.
  • Demonstrates superior Microsoft Office program skills to develop PowerPoint briefings, Word documents, Excel reports, etc. for clients.
  • Performs various other tasking as required by PMS 407 leadership and external stakeholders. 
  • Performs additional duties and responsibilities as assigned.


Education and Experience

Bachelor’s degree plus 6 years directly relevant work experience.  Master’s degree plus 5 years directly relevant work experience or doctorate plus 3 years of directly relevant work experience.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

Knowledge, Skills, Abilities
 

  • Expert level knowledge of Microsoft Office applications (specifically Excel, Word, and PowerPoint) required.
  • Expert level communication (verbal and written), presentation, and interpersonal skills required.
  • Knowledge of the DDG Ship Class is required.
  • Familiarity with NAVSEA 21 organization, preferably maintenance and modernization programs is highly desired.
  • Familiarity of the Surface Ship Modernization program and Navy Modernization Process is highly desired.
  • Strong customer service orientation and the ability to multi-task.
  • An Active Secret security clearance is required.
