Position Summary

Senior Manpower and Training Analyst to support PMS 339 in planning, developing, documenting and assessing Training Program Requirements for Navy Surface Ship Programs in the Readiness and Acquisition division.  Supports the training program by investigating, consolidating, and providing recommended solutions for training issues affecting Surface and Expeditionary Fleet readiness.  The Training Analyst’s primary function will be in the support of executing the training program’s Surface and Expeditionary Training Feedback process and Training Effectiveness assessments.

Duties and Responsibilities          

Captures and Analyzes Surface and Expeditionary Warfare training deficiency trends to support applicable Surface Warfare Enterprise (SWE) stakeholders in reaching informed surface Navy training investment decisions.

Is an expert in the Manpower & Training (MPT) field and in certain client training organizations and communities. 

Supports execution of HTP objectives to ensure that tasks are completed on schedule.  Monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Supports quality control practices throughout all contract activities.

Manages the training program projects, anticipating and meeting customer needs; supports the daily activities of the HTP program including, but not limited to, training report analysis and assessment through implementation of analytical models and systems.

Initiates and develops operational training assessment ideas supporting HTP, and develops effective implementation schemes.  Plans, develops, coordinates, and directs large projects or several small complex projects.  Supports or coordinates the preparation of complex proposals as required.

Serves as an HTP technical expert and participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.

Supports conduct of HTP briefings and technical meetings for senior company and customer management.  Interacts with peer analysts concerning matters of significance to the Holistic Training Program.

Directs efforts to improve the quality and efficiency of the Alion team through training and development of HTP in the technical discipline.

Provide direction, training, and assistance to other project staff, as a training expert.

Applies operational background and experience gained from military service and leadership roles, as well as operational proficiency in analytic theory and principles at tactical and operational levels of warfare to identify mission training gaps or deficiencies.

Develops operational ideas in specialty area, and develops effective implementation schemes.  Plans, develops, coordinates, and may direct (on an ad hoc basis) several small complex projects.  Prepares or coordinates the preparation of proposals as required.

Maintains and complies with security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in engineering or a related scientific discipline plus 6 years directly relevant work experience. Master’s degree plus 5 years directly relevant work experience or doctorate plus 3 years of directly relevant work experience.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Required Skills and Experience:

  • Active military duty experience including recent surface warfare operational experience at the engineering LDO or mid-grade officer level.
  • Experience with U.S. Navy training operations, policy, doctrine, systems, and staff procedures.
  • US Navy shipboard experience and technical knowledge sufficient to understand alterations being planned, and the impact of those alterations to Ship’s Force and operations. 
  • Proficient in MS applications: Excel (Including Macros), Outlook, PowerPoint. MS Project and Access experience is a plus.
  • An Active Secret Clearance is required for employment.
