Position Summary

Professional analyst for the LHA/LHD Class Manager supporting NAVSEA PMS 407.  Develops problem resolution options based on thorough knowledge of Allocation Plans, Obligation Phasing Plans, funding and other tools required to correct the issue.  Able to communicate within the team as well as reach out to outside activities to develop plans and solutions.  

Under the direction of the Program Manager and the LHA/LHD Class Manager, performs multi-faceted assignments requiring the analysis complex systems and projects.  Is well versed in the LHA/LHD class field and in certain client communities.  Able to anticipate future requirements.  Develops and evaluates plans for various projects or program activities to meet requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.    

Duties and Responsibilities           

  • Provides policy and guidance recommendation to commercial and government senior level staff, based on thorough analysis that utilizes accepted theory, principles and methods.
  • Is well versed in data collection and data entry.
  • Applies operational background and experience gained from military service and leadership roles to solve current and/or future mission needs or to correct problem areas.
  • Develops operational ideas in LHA/LHD class area, and develops effective implementation schemes.  Plans, develops, coordinates, and may direct (on an ad hoc basis) several small complex projects.  
  • Participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.
  • Monitors standards for the quality of programs and documents.  Assists in the resolution of project and program priorities.  Assures quality control throughout all contract activities.  Exhibits a very high level of attention to detail.
  • Assists in developing and executing budgets, work breakdown structures and other management procedures as required to monitor and control projects.
  • Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.
  • Demonstrates the ability to populate, maintain, and manipulate data within a Microsoft Excel document.
  • Maintains and complies with security procedures in the performance of duties.
  • May provide direction, training, and assistance to other project staff.  
  • Demonstrate the initiative to self-start, when required, with little to no direction or guidance.
  • Performs additional duties and responsibilities as assigned.

Education and Experience

  • Bachelor’s degree in engineering or a related discipline plus 6 years directly relevant work experience.  Master’s degree plus 5 years directly relevant work experience or doctorate plus 3 years of directly relevant work experience.
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • A Secret security clearance is required.

Knowledge, Skills, Abilities

Computer literate and proficiency in Microsoft applications.

Intermediate Microsoft Excel Skills:
    - Create, modify, and format charts.
    - Use graphic objects to enhance worksheets and charts.
    - Filter data and manage a filtered list. 
    - Perform multiple-level sorting, use sorting options, and design considerations.
    - Use mathematical, logical, statistical, and financial functions.
    - Group and dissociate data and perform interactive analysis.
    - Create and modify some Macro commands.

Intermediate Microsoft PowerPoint Skills:
    - Create a template and work with a Design template.
    - Work with graphics, animation and multimedia, inserting movies and sound.
    - Work with the Office Suite to create slides from an outline and send slides to Microsoft Word.
    - Customize PowerPoint toolbars and automate the slide production.
    - Use AutoCorrect and the Style Checker.
 Excellent communication, interpersonal and presentation skills.
