Job Description


Position supports NAVSEA PMS 339 in the acquisition and lifecycle support of Ships Self Defense Systems (SSDS). Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses knowledge of AEGIS Weapons Systems and applicable Navy Combat Systems training and operational mission areas and training system requirements. 

Duties and Responsibilities

  • This position specializes in buying and standing up training systems.
  • Provide program management and training services support for Combined Integrated Air Missile Defense Training / Anti-Submarine Warfare training and AEGIS Ashore Trainer as needed.
  • Provide Manpower, Personnel and Training support for Amphibious Warfare Ships and Navy Connector Programs as needed.
  • Develop and evaluate Navy Training System Plans (NTSPs). Evaluate Front-End Analysis (FEA) and Training Requirements Planning documents in support of new development acquisition as required by OPNAV Instruction 1500.76C.
  • Determine the impact of training requirements that are not fully funded, communicates these impacts, along with recommended solutions, to the leadership of SEA 21 and PEO Ships to allow timely adjustments of unfunded requirements, avoiding impact on the fleet.
  • Make recommendations for Warfare requirements and advise the Mission Area Chair on defending the requirements to the Surface Expeditionary Warfare Training Committee (SEWTC) and the resource sponsor.
  • Provides recommended adjustments to out-year strategic planning based on new construction and modernization fielding profile changes.
  • Performs additional duties as assigned.

Required Education and Experience

  • An Active Secret Clearance is required for employment.
  • Bachelor’s degree in engineering or a related scientific discipline plus 6 years directly relevant work experience.  Master’s degree plus 5 years directly relevant work experience or doctorate plus 3 years of directly relevant work experience.
  • In some cases, Educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data. Specifically: Operational fleet and Navy Training experience and/or Experience with Ships Self Defense System (SSDS) and Navy Combat Systems Training.
  • Proficiency in Microsoft applications, especially PowerPoint, Word and Excel.
  • Excellent communication, interpersonal and presentation skills.

Desired Experience:

  • Master Training Specialist (MTS) or Former Navy Instructor
  • Fire Control Technicians, Surface Warfare Officers, and Surface Warfare qualified personnel are highly desired.
