NAVSEA PMS 339 is changing the face of Navy training across the fleet. The Surface Training Systems (STS) Program Office, PMS 339, is the OPNAV single point of contact for strategic program planning, policy, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy Surface Training Systems. Join the Alion Science and Technology as we work to transform Navy training for the Sailor 2025 vision. Position supports PMS 339 in the acquisition, and lifecycle support of Amphibious Warfare Ships and both the Air Cushion and Displacement Craft connector programs. Develops and evaluates plans for training systems supporting modernization, new construction acquisition programs. Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses knowledge of Ships Self Defense System (SSDS) and applicable Navy Combat Systems training and operational mission areas and training system requirements.

Duties and Responsibilities

  • Provide Manpower, Personnel and Training support for Amphibious Warfare Ships and Navy Connector Programs as needed.
  • Develop and evaluate Navy Training System Plans (NTSPs). Evaluate Front-End Analysis (FEA) and Training Requirements Planning documents in support of new development acquisition as required by OPNAV Instruction 1500.76C.
  • Determine the impact of training requirements that are not fully funded, communicates these impacts, along with recommended solutions, to the leadership of SEA 21 and PEO Ships to allow timely adjustments of unfunded requirements, avoiding impact on the fleet.
  • Make recommendations for Warfare requirements and advise the Mission Area Chair on defending the requirements to the Surface Expeditionary Warfare Training Committee (SEWTC) and the resource sponsor.
  • Provides recommended adjustments to out-year strategic planning based on new construction and modernization fielding profile changes.
  • Performs additional duties and responsibilities as assigned.

Education and Experience:

  • Bachelor’s degree in engineering or a related scientific discipline plus 6 years directly relevant work experience.  Master’s degree plus 5 years directly relevant work experience or doctorate plus 3 years of directly relevant work experience.
  • In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Required Experience:

  • Operational fleet and Navy Training experience along with Navy Echelon Level I or II command experience.
  • Experience with shipboard navigation systems
  • Expertise in Microsoft applications, especially PowerPoint, Word and Excel.
  • Intermediate Mircrosft Excel Skills are required including: VLOOKUP, IF, IS, Pivot Tables, Programming, VBA, Macros. 
  • Excellent communication, interpersonal and presentation skills.
  • An Active Secret Clearance is required.

Desired Experience:

  • Master Training Specialist (MTS) or Former Navy Instructor
  • Experience in project management.
  • Fire Control Technicians, Ship's Navigators, Quartermasters, Surface Warfare Officers, and Surface Warfare qualified personnel are highly desired.
  • Purchasing or acquisition experience.
