Responsibilities/Qualification

Position Summary

Professional analyst on a project or program that is complex in concept and development related to Navy Training Systems acquisition and execution. Anticipates future requirements.  Develops and evaluates plans for various projects or program activities to meet requirements.  Assesses and recommends the feasibility of proposed approaches to solve problems.  Possesses knowledge of applicable Naval operational mission areas and training system requirements. 

Duties and Responsibilities

Develop briefs, white papers, program plans, and recommendations to government senior-level staff.  Leads and/or participates in working groups, program development forums, analytical activities, Integrated Product Teams (IPTs), training, education and other forums as required to accomplish contract requirements. 

Develop out- year strategic budget planning that covers requirements, curriculum development, delivery to schoolhouse and end of service life as required by the Department of Defense 5000.2 series and OPNAV instructions for Warfare Chairs.

Determine the impact of training requirements that are not fully funded, communicates these impacts, along with recommended solutions, to the leadership of SEA 21 and PEO Ships to allow timely adjustments of unfunded requirements, avoiding impact on the fleet.

Make recommendations for Warfare requirements and advise the Mission Area Chair on defending the requirements to the Surface Expeditionary Warfare Training Committee (SEWTC) and the resource sponsor.

Provides recommended adjustments to out-year strategic planning based on new construction and modernization fielding profile changes.

Education and Experience

Bachelor’s degree in plus 5 to 7 years directly relevant work experience. 

In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data

  • Navy Surface Warfare experience
  • Former Training Officer and/or Master Training Specialist (MTS)
  • Former Navy Instructor highly desired.

Knowledge, Skills, Abilities

  • Ability to effectively translate and communicate technical details to senior leadership.
  • Forward-thinking, highly motivated and capable of being given an idea and maturing it into a product. Possess the ability to anticipate future requirements.
  • Possess critical thinking skills.  The candidate will utilize independent thinking to build products in support of the vision of the client Project Manager / Directorate / Deputy Program Manager / Program Manager.
  • Proficient in MS applications (ACCESS, EXCEL {including macros}, OUTLOOK, POWERPOINT,  MS PROJECT experience is a plus.
  • Excellent communication, interpersonal, and presentation skills.
  • Knowledgeable of the U.S. Navy - Familiar with surface ships and basic technical knowledge of surface ship systems to help develop products that support articulating readiness requirements.

Must have a Secret clearance.
