Responsibilities/Qualification

Exciting new opportunity directly supporting the Surface Training Systems Prorgam in NAVSEA PMS 339.  Provide PMS 339 cross division support to ensure robust communication by providing; direct support to BFM PAPM for the Surface and Expeditionary Warfare Training Committee processes, spares oversight support, PMS 339 trainer inventory management, PMS 339 trainer responsibilities, future year trainer installation data, tasker tracking and other cross divisional PMS 339 responsibilities. Develops plans including budgets and schedules to meet contractual/project requirements.

Duties and Responsibilities

  • Reviews contractual requirements and participates in defining program requirements.
  • Prepares budgets and schedules for contract work and performs or assists in financial analysis.
  • Performs schedule risks assessments to identify and mitigate program/project cost and scheduling risks.
  • Develops evaluation methodology, collects and analyzes the data to determine the extent to which goals, objectives and needs are being met.
  • Implements strategies for deploying and implementing new program planning policy initiatives and measures the effectiveness of implementation.
  • Creates queries and produces custom reports from databases.
  • Creates financial projections for growth and profitability of future projects and programs.
  • Develops documentation, reports, and project plans and prepares and may present briefings and staff seminars.
  • Prepares budgets and schedules for contract work and performs or assists in financial analysis.
  • Performs additional duties and responsibilities as assigned.

Required Education and Experience

  • An Active Secret Security Clearance is required for employment.
  • Bachelor’s degree in related discipline plus 5 to 7 years of directly related experience in technical program planning, administration, budgets, and development.
  • In some cases, educational requirements may be adjusted or waived for more than 9 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Proficiency in Microsoft applications, especially PowerPoint, Word and Excel is required.

Knowledge, Skills, Abilities

  • Ideal candidate will have supported program planning/finance efforts for Navy contracts.
  • Prior experience with or the ability to learn Navy Enterprise Resource Planning (ERP) or Navy Enterprise Planning System (NEPS) or other IT systems a plus.
  • Excellent communication, interpersonal and presentation skills.
  • Expertise in organizational skills. Good time management organizational skills involve keeping schedules, delegating duties and working within limited time frames to achieve a particular objective.
