Position Summary

Manages a $200M+ program in support of the U.S. Army PEO STRI involving services for the timely, cost-effective generation of synthetic environments and 3D models for Army training and simulations with necessary detail and correlation to meet the wide variety of application needs across the virtual, constructive, live, and gaming domains. The program spans the complete lifecycle of terrain database generation from data requirements, source data acquisition, data standardization, data editing/cleansing, GIS database management, data specialization, and runtime compilation, integration and testing, and distribution. The scope also includes systems engineering and capability development of new technologies and tools involving hardware and software and the continued operation and sustainment of a large collocated data center in excess of 200 servers. The PM works closely with the Government PMO and many different confederate programs to ensure adequacy and concurrency of synthetic environments and models. The PM is overall responsible for cost, schedule, and performance in an earned value management environment involving cost plus and firm-fixed price CLINs and multiple delivery orders.

Duties and Responsibilities

Responsible for the cost, schedule, and technical performance of the company on the program from inception through completion.  Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program.

Develops and monitors program plan including time and cost estimates.  Ensures project outputs are delivered on schedule and within funding.

Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.

Prioritizes workload and determines staffing levels and any adjustments in staffing.  Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.

Reviews reports and briefings prepared by technical staff for quality. Prepares and delivers formal briefings.

Ensures that appropriate training is delivered to program staff.

Establishes and maintains effective relationships with direct customer, supported customer end-users, confederate programs, subcontractors and other outside agencies.

Acts as primary customer contact for program activities.  Regularly meets with and updates the customer on project status to include IBRs.  Leads program review sessions with customer to discuss cost, schedule, and technical performance.  Periodically meets with DCAA for reviews of the EVMS.

Develops new business or expands business with the customer.  Leads preparation of delivery order and bridge contract proposals, proposal work statements and specifications. Coordinates with company staff to develop cost/price, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.

Complies with quality assurance and security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.



Qualifications

Education and Experience

Masters degree plus 10 years experience managing defense programs or Bachelors plus 15 years of experience.  Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification may be substituted for education requirements.

At least 5 years managing software intensive programs with at least 1 year managing such a program valued at more than $25M annually. Some PEO STRI specific experience is highly desired; preferably in one or more of the Integrated Training Environment or other constructive simulation or applied game based systems. Project Management Certification is preferred.

Some IDIQ and FFP experience is required. Control Account Manager (CAM) experience is required.
